Morning Nov 9, provincial Department of Health held a conference to deploy the scheme of financial guarantee and transfer promotion of resources maintaining HIV / AIDS prevention’s service delivery to local health sector. Attending the conference were Mr. Chu Quoc An, Deputy Director of VAAC-US.CDC Central Project.
According to the plan, international aid for HIV / AIDS prevention in Binh Duong province will terminate by the end of 2016. In the period 2016-2020, the HIV / AIDS prevention is no longer a national target program, thus funding will be cut. Besides, services of HIV treatment, counseling, testing have not really integrated into the public health system yet to be paid through health insurance system. Binh Duong has not established a fund to support people living with HIV yet.
In order to maintain fund for HIV / AIDS prevention works and fulfill the national millennium objective of ending the AIDS epidemic in 2030, on Oct 16th 2013, the Prime Minister issued Decision No. 1889 to direct provinces, cities to implement the scheme of financial guarantee to maintain HIV / AIDS prevention works. In Binh Duong, PPC assigned Department of Health and HIV / AIDS Prevention Center to advice and set up plan to carry out the scheme in 2016-2020. The plan put forward measures to guarantee financial resources for the successful implementation of the National Strategy on HIV / AIDS prevention till 2020 with vision to 2030 through the implementation of 4 strategic projects. Financial guarantee solutions proposed in the plan consisted of 2 main solutions: mobilizing different sources; efficiently managing, using mobilized financial resources.
The conference also deployed a plan for acquiring transfers of HIV / AIDS service providing activities supported by VAAC-US.CDC project in Binh Duong from Jan 1st 2017. The participants discussed solutions to implement the scheme of financial guarantee to maintain HIV / AIDS prevention works in Binh Duong.
