Ministry of Finance has instructed ministries, branches, and localities to assess headquarters and surplus public land and housing, with a deadline for resolution set for June 20, to facilitate the reorganization of administrative units. This directive was issued on June 14 to expedite the progress of restructuring the organizational framework and administrative units at all levels.
According to the Ministry of Finance, the country currently comprises 34 provinces and cities, which include 6 centrally administered cities and 28 provinces, following the administrative unit reorganization as stipulated by the National Assembly's Resolution. Effective July 1, the provincial and communal government structures will officially commence operations under the new arrangement. Consequently, the Ministry of Finance advises ministries, departments, localities, and agencies to clearly delineate their needs and reorganize their headquarters in alignment with the new model. Surplus headquarters and real estate must be thoroughly reviewed and addressed by June 20. Should there be no plan for the management of surplus public assets post-reorganization, accountability will be enforced. In instances where ministries, departments, and localities have consented to exchange and transfer their operational headquarters to facilitate the restructuring of the two-tier local government system, the Ministry of Finance may provisionally authorize their immediate use. The transfer procedures are to be finalized within 30 days following the handover. Additionally, other assets, such as vehicles and equipment that remain functional but are currently unused, must also be reported to the relevant management authority.
Following the abolition of district-level administrative units, the nation is anticipated to possess nearly 700 superfluous headquarters. These sites are situated in prime locations, representing a significant resource poised for effective utilization.
