Based on articles 9-16 of the Government’s Decree 42/2009/ND-CP and the Construction Ministry’s Circular 34/2009-TT-BXD, with 6 standards of urban function, population scope, population density, non-agriculture labor rate, urban infrastructure work system, architecture-urban image and 49 criteria, the provincial People’s Committee specifies that Thu Dau Mot city has adequately met criteria and standards of the second class urban area. Therefore, the provincial People’s Committee officially ratified the project and submitted the provincial People’s Council for consideration.
AS for poverty line for the period of 2014-2015, the provincial People’s Committee officially approved the new poverty line suggested by the provincial department of Labor, War Invalids and Social Affairs. Accordingly, a person is considered poor if his or her monthly income was VND1.1mil or less in rural areas and VND1mil or below in urban areas. Meanwhile, a person is considered sub-poor if his or her monthly income was VND1,101,000-1,430,000 in rural areas and VND1,001,000-1,300,000 in urban areas.
In terms of personnel plan in 2014 for the provincial management is 2,615 people, 1,516 of whom are for provincial management units and 979 for district, town units whilst human resources for education bloc at 1,102 people.
