In order to realize the "dual goal" of both prevention and fighting against epidemic and socio-economic development, Provincial People's Committee issued documents on continuing to receive entry documents, quarantine foreigners who come to Binh Duong for work.
The province has now many organizations and companies applying for permission for foreigners' entries into Binh Duong. They are investors, technical experts, skilled workers, and business managers, and wish to enter Binh Duong. Department of Health and related branches quickly developed plans to support, receive and quarantine these experts.

Departments and branches join hands to do works
Currently, the epidemic situation in the province is under good control, provincial Department of Health, Provincial Covid-19 Steering Committee recommended departments, branches, local governments to continue performing quarantine in accordance with the guidance of Ministry of Health. The authority emphasized the safety and health protection for people but not breaking the economy, performed comprehensively solutions. PPC Chairman also asked related branches to handle application for foreign expert's entry into Binh Duong. Department of Foreign Affairs, Department of Labour-Invalids and Social Affairs, Police Department, and Management Board of provincial Industrial Parks counsel People's Committee to decide a list of foreign experts that are permitted to enter Binh Duong, then send the list to Immigration Bureau-Ministry of Public Security for settlement.
The reception of foreign experts has been performed seriously and strictly by the whole political system of Binh Duong province. Currently, provincial Public Security is working closely with health branch, local governments in checking and verifying people coming from foreign countries back to Binh Duong through trails, open ways to perform quarantine according to regulations. The health branch also collaborated with Provincial Military Command, Department of Health, local governments to organize home-quarantine for people and foreigner. Meanwhile, People's Committee of districts, towns and cities directed activities at quarantine zones; collaborated with departments, agencies to review and verify cases traveling from epidemic regions back to the province.
Pham Van Tuyen, Deputy Director of Department of Labour and Invalids and Social Affairs, said: “Currently, Department of Labor, War Invalids and Social Affairs is cooperating with Department of Foreign Affairs, Management Board of provincial industrial zones to instruct companies complete entry procedures, receive and process eligible documents to submit to Provincial People's Committee for approval. This agency also announced the policy of continuing to receive foreign experts entering the province for work”.
To develop plan for receiving foreign experts
Currently, in light of companies' demand for foreign experts' entry to Binh Duong, Department of Foreign Affairs advised Provincial People's Committee to issue documents on assistance for this work. Pursuant to the approved documents of PPC, provincial Department of Health issued documents on the approaches to receive and medical quarantine for foreign experts of companies in the province. Nguyen Hong Chuong, Director of provincial Department of Health, said: In order to fulfill the "dual goal" of both proactively preventing, fighting against COVID-19 and stabilizing, recovering production, ensuring safety for people and workers, Binh Duong set up a plan to receive and quarantine foreign workers.
After companies followed steps and procedures for foreigners to enter Binh Duong, provincial Department of Health will receive these cases. Companies must commit that foreign workers be tested for SARS-CoV-2 by Real time-PCR technique for 3 to 7 days before entering Vietnam. The test for SARS-CoV-2 must be done at a laboratory approved by the Government or under laboratory system of World Health Organization. Experts who have valid international health insurance must commit paying treatment costs in case of COVID-19 infection. Units, organizations inviting expats are responsible for ensuring the safety, prevention and fighting against Covid-19 as inviting foreign experts.
Specifically, for foreign experts who had been quarantined at border gates or in other provinces, they must have a certificate of quarantine completion before entering Binh Duong, negative testing result at least 2 times for COVID-19 infection, and will continue to be monitored for 14 days at their company or residence. Regarding foreign workers are sent to Binh Duong for quarantine through Moc Bai border gate (Tay Ninh province), Hoa Lu border gate (Binh Phuoc province), provincial Department of Health only allow the reception and quarantine after receiving written documents of Tay Ninh provincial Health Department or Binh Phuoc provincial Health Department about this.
Along with quarantine options, provincial health authority also prepared adequate medicine, medical supplies, equipment, and necessary conditions for the comprehensive implementation of COVID-19 prevention control measures for foreign experts as prescribed.
