Since the beginning of the year, transportation activities in Binh Duong have been generally smooth and stable. The functional forces of the province, including the Inspectorate of the Department of Transport, have implemented specialized activities to enhance the effectiveness of ensuring traffic order and safety in the area. Currently, the traffic inspection force is still actively implementing various topics related to vehicle load control; protecting transportation infrastructure; coordinating to ensure traffic safety, urban order in order to continue contributing to the overall stability of traffic activities in the province.
Vehicle load control
According to the report, in the first 6 months of 2024, through the implementation of specialized tasks, the Traffic Inspectorate - Department of Transport has discovered and issued 94 minutes, made 94 decisions to impose fines for 109 violations with a total fine amount of over 640 million VND. Among them, the unit has made 9 violation minutes, issued 9 decisions to impose fines for cases of overloaded cargo.

Regarding the mobile weight inspection station located in Dau Tieng district, it has conducted inspections on 1,910 vehicles. Among them, 4 cases of violation were found regarding "Exceeding the permitted weight limit by 10% to 30% for cargo transportation", and 1 case of violation regarding "Operating a vehicle with axle load exceeding the permitted weight limit by 20% to 50% on the road". Additionally, 10 administrative violation records related to these violations were issued. Record shows that the number of violations regarding vehicle load in the first 6 months of the year has seen positive changes, with a significant decrease compared to the same period in 2023.
To effectively control violations of vehicle load, in recent times, the traffic inspection forces have also coordinated with relevant units to organize the signing of commitments to comply with regulations, not to overload vehicles at terminals, mines in many localities in the province.

As part of activities to enhance the effectiveness of traffic safety and order in the end of the year, the Inspectorate of the Department of Transport has just established an inspection team according to Decision No. 187/QD-TTrS of the Chief Inspectorate of the Department to inspect the compliance with laws on training and examination of car drivers in Binh Duong province. Accordingly, the plan will take place from now until the end of July 2024. During this time, the inspection team will sequentially carry out tasks at specific locations including: Song Than Vocational Education Center - Driving School; Binh Duong Vocational Education and Examination Center for Driving; and Binh An Vocational Education Center. At the above-mentioned centers, the delegation will conduct inspections on issues related to compliance with specialized legal regulations, directives of competent state management agencies in the activities of training and testing drivers. In which, focus on important content related to Decree No. 65/2016/ND-CP dated July 1, 2016 of the Government regulating conditions for business of driving training services and vehicle examination services; Circular No. 12/2017/TT-BGTVT dated April 15, 2017 of the Ministry of Transport regulating training, examination, and issuance of road motor vehicle driving licenses; along with regulations on vocational education and other related regulations. |
Mr. Bui Manh Cuong, Deputy Chief Inspector of the Department of Transport, stated that in parallel with the inspection and handling of violations related to passenger transport activities, the inspection and rectification of vehicle overload violations are also being strengthened by the unit. The unit will continue to deploy inspection campaigns and strictly handle related violations, especially in key areas such as Dau Tieng, Phu Giao, and Bac Tan Uyen. In addition, the traffic inspection force will continue to coordinate with relevant units to organize propaganda and implement commitments with areas of mines and docks that do not violate the loading of goods exceeding the vehicle's load capacity. From there, there is a basis for processing as well as continuing to reduce violations.
Timely check-up
In the activities of ensuring traffic order and safety, the inspection of traffic works and ensuring traffic safety during construction on the road being operated is also being carried out by the traffic inspection force. Up to now, through the implementation of specialized tasks, the functional forces have timely detected and reported 7 damaged and inadequate works in the province, carrying out 5 minutes of minutes for construction units on safety assurance during the construction process.
We are now entering the rainy season, and we are strengthening the implementation of inspection and reminders for cases and units that do not ensure traffic safety during construction on the roads being operated, especially on the province's main routes. Therefore, the investor and the construction unit are required to promptly address the factors causing congestion and traffic safety hazards during the day, night, and throughout the construction process," said Mr. Bui Manh Cuong.
Along with the aforementioned activities, to continue improving the effectiveness of traffic safety assurance work, from now until the end of 2024, the Traffic Inspectorate of the Department of Transport will enhance coordination with localities to continue rectifying the situation of encroaching on road shoulders, sidewalks, and violating road corridors; strengthen inspection work, check the load capacity of vehicles at cargo terminals, warehouses, ports, construction material mines, and strictly handle violations.
