To evaluate competence and encourage learning spirit of students in implementing Circular No. 30 of Ministry of Education and Training

Many reforms have incurred in the school year of 2014-2015. As for elementary schools, the evaluation and marking of students by the Circular No. 30 of Ministry of Education and Training have helped students at ease and gain high education quality.
 
On conclusion of a school year, elementary students are enjoyable as the students of lower grades are no longer disappointed while looking up to higher achieved students thanks to non-grading evaluation of Circular No. 30. However, those of excellent achievements are awarded at the year's end. This proved that competence evaluation of teachers and students is far more important than evaluation by the marks itself.

Changes of evaluation methods on elementary school students help teachers to adjust and innovate their teaching methodologies as well as classroom activities adn experience during and at the end of each class period. They will also timely discover efforts and progress of the students to encourage and guide them to achieve their outstanding strenght and overcome the limits so that quality and effectiveness of learning activities shall be improved.
 
Ms. Nguyen Thi Kim Thoa, a teacher of Hiep Thanh Elementary School in Thu Dau Mot Town, asserted that to get students attention by giving no marks, teachers should be more active in teaching for their interest. As for her, she maintain creativity in teaching. For example, she changes her lessons into stories and introduces folklore songs to the classroom. 
 
To gain exact evaluation of each student, the teacher should be close to each of them. For teachers of devotion and attachment to their students, encouraging remarks may work as encouragement to the students and information to their parents so that the can help in training up. Other beneficial factor is that the remarks draw the students to closer and more thorough observation.
 
According to Ms. Vo Thi Thuy Hoa, a teacher of Hung Dinh Elementary School in Thuan An Town, talked for the student-centered approach to eliminate the uneffective method of dominating teacher so that students will be offered more time of learning for joy. The praise of students answering correctly before the class is very effective to inspire students' learning. The remarks and twice marking tests are enough to see through learning competence of the students.
 
The Circular No. 30 enables teachers to eliminate psychological burdens of students for the marks, encouraging them to move forward. However, the burden of remarks fall to the teachers who would be required to work overtime to maintain full remarks of all the students everyday. As for parents, some are not very satisfied with the remarks which are sometime too brief.
