In response to complicated changes of the weather in this rainy season, Provincial Steering Committee for Disaster Prevention and Search Rescue (hereafter referred to as Provincial Steering Committee) proposed many solutions to minimize losses due to rainstorm. In particular, special attention is paid to ensuring the safety of reservoirs and dams in the province.

Good implementation of options
In order to ensure the safety of irrigation reservoirs and dams, Provincial Steering Committee directed provincial Department of Agriculture and Rural Development, districts, towns and cities to coordinate the inspection, assessment of the current status of all irrigation works in their area, to check in detail vital parts of the works. The inspection and examination aims to help the owners of reservoirs and dams implement well the plan for flood and storm prevention, ensuring safety of reservoirs and dams, people's lives and infrastructural works located under the basin.
Accordingly, Department of Agriculture and Rural Development, Office of Irrigation, and the units managing and exploiting irrigation works carried out the inspection before the rainy season 2020. The result shows that most reservoirs and dams are operating normally, ensure safety in rainy season 2020, some small damaged items are being repaired. In addition, the implementation of dam safety inspection and flood control planning for downstream areas have been implemented by reservoir management units. Besides, the province also issued many official documents to urge, remind the units to carry out dam safety inspection and set up flood control plans for downstream areas.
Office of Irrigation collaborated with Steering Committee at districts, towns, cities, and relevant units to carry out the inspection of works before rainy season 2020 at some key projects, such as Can Nom reservoir, Da Ban reservoir, An Son - Lai Thieu dike, Binh Hoa canal, Song Than - Dong An canal... Through the inspection, the delegation recognized and appreciated the role and sense of responsibility of the units managing and exploiting irrigation works, dikes, preventing natural disasters and draining water in improving their capabilities as well as safety guarantee.
Vu Ngoc Thin, Deputy Director of Provincial Irrigation Office, said that in order to ensure safety in all situations, the office directed management units to develop a protection plan and repair damaged works, to prevent incidents. Besides, the office regularly checks and reports on the current safety status before flood season; requires serious protection work for safety of reservoirs, dams, and implementation of approved flood and storm prevention plans.
To proactively respond
Recently, Provincial Irrigation Office has proposed management units in the province to cooperate with competent authorities to identify and set up landmarks for protection scope, and set up files of land allocation for irrigation works; to strengthen the management, exploitation and protection works, timely handle violations causing insecurity to works. The Office also proposed units to enhance the communication of the Dyke Law, the Ordinance on Exploitation and Protection of Irrigation Works for people to understand. Since then, to heighten the sense of responsibility towards protecting irrigation works; actively encourage households to voluntarily dismantle invasive works, return protection corridors for irrigation works.
In order to proactively cope with situations that may occur during rainy season this year, Provincial Steering Committee instructed relevant departments, agencies and localities to carry out comprehensive inspection and assessment of flood and storm prevention, assess the current conditions of irrigation and drainage works; at the same time, well perform the maintenance and management of reservoirs to ensure the safety as well as to solve the problem of floodgate whenever rainy season comes. In addition, Steering Committee of districts, towns and cities strictly performed guarding against natural disaster prevention and fighting as prescribed; regularly monitored and updated the happenings of rainy, stormy weather... Provincial Steering Committee also asked the units to actively advise local steering committees to timely and effectively handle natural disasters.
