To be proactive from the beginning
Being a densely populated area where has many workers from outside the province and foreigners, right from the beginning of the epidemic, Thuan An City has determined that the prevention and combat of Covid-19 must always is placed on top to protect the health and lives of the people. Following the thorough guidance of Central Government, the province and Thuan An City leaders directed the political system in the area to participate in the prevention and combat of this disease. The City Covid-19 Steering Committee was quickly established with full members who are representatives of agencies, mass organizations, localities, and led by the Chairman of People's Committee. Immediately after provincial Steering Committee issued a response plan, the city steering committee met with the City People's Committee to promulgate and implement the city's response plan.
Nguyen Thi Hien, Deputy Head of the City Steering Committee, Vice Chairwoman of the City People's Committee, said that members of the City Steering Committee actively collaborated with the health sector in communicating and preventing epidemics in the area. The inspection and supervision of the situation, updating information of people coming from epidemic areas was strengthened; at the same time, inspected the implementation of disease prevention in communes, wards, schools and businesses in the area.
Medical centers as the standing committee of the city Steering Committee developed a disease prevention and combat plan for the health sector. Dr. Huynh Thi Nguyet Phuong, Director of Medical Center, said the health sector advised the Steering Committee to carry out professional measures to strictly control the disease situation; formulated plans to ensure good conditions in terms of material facilities, medicines, medical supplies, equipment and funds for epidemic prevention and combat so as to promptly respond to epidemics.
In communes and wards, Covid-19 Steering Committees were also established. Based on the city's plan, localities built up specific plans suitable to the actual situation of each area. Each commune and ward has a full-time staff for epidemic prevention and control, assigned specific officials and under the direction of the City People's Committee and Steering Committee, directly from the medical center. Health stations and clinics in the area advised the commune and ward People's Committees to implement disease prevention and combat plans; inspected and ensured that 100% schools, childcare groups in the area keep general sanitation; regularly update the situation of foreigners, who are residing and working in the city, to promptly report to the city Steering Committee when there are suspected cases.
To heighten sense of responsibility
The Covid-19 epidemic is happening complicatedly around the world, has a possibility that it would widespread and come to Binh Duong in general and Thuan An City in particular. In order to be proactive in disease prevention and fighting, the City Party Standing Committee asked the City People's Committee, agencies, branches, mass organizations to well organize prevention activities, fighting against epidemics in the area. Nguyen Thi Hien, said: “The City Party Committee directed that the prevention and combat of Covid-19 is a key and urgent mission that needs thorough direction to all levels, sectors, Fatherland Front Committees to seriously implement guiding documents of the Central and provincial leadership; urgently carry out synchronously, closely and drastically the prevention and combat plan of Covid-19 in the area; determined to control, prevent the spread of epidemics in the area, secure socio-economic grow, social order and safety, while stabilizing people's lives. Heads of committees at all levels directly direct and take responsibility for epidemic prevention and control. In order to implement well the epidemic prevention and combat in the area, plans for this mission according to each level of epidemic spread, each locality, different populated areas were devised and ready. Measures to prevent and fighting against epidemics were carried out strictly according to the guidance of health sector. Together with the health sector, agencies and mass organizations joined hands to enhance propagation to raise people's awareness of disease prevention.
With many different forms, local agencies have done well the communication to the people. Medical Center provided information for the City Radio Station, departments, unions and localities to carry out communication activities. The City Radio opened more programs in various forms to convey information, help people understand the dangers of the Covid-19, and know how to prevent diseases for individuals, families and community; directed radio system of communes and wards to increase broadcast time and select appropriate time frames so that people can promptly monitor disease situation and know basic knowledge of disease prevention. Culture and Information Office collaborated with Medical Center to disseminate information on the city's official website and other channels. Communes and wards disseminated knowledge about disease prevention and combat in various forms, such as through radio system, banners, delivered 54,250 free facemasks to people, distributed 21,250 leaflets, and organized more than 80 communication sessions for union members with more than 4,900 participants, posted information on screens at OSS divisions...
Thuan An City has many industrial zones, clusters, and workers from other provinces come here to work and live. According to Ms. Hien, there are 2,152 businesses in the city, including 634 foreign-invested enterprises. Thuan An City currently has 2,198 foreigners residing in the area, including 251 Chinese and 1,185 Taiwanese, the rest are from other countries.
