To improve the effectiveness of vocational training for rural workers

 In order to timely meet vocational training needs of laborers in rural areas, Provincial People's Committee made an implementation for Vocational Training Program for Rural Laborers in Binh Duong Province in 2019. Up to now, the project has been carried out in districts, towns, and city in the province.

Subjects of application

According to the plan, in 2019, Binh Duong organized vocational training for 1,960 rural laborers. In particular, non-agricultural occupational group had 1,400 people, agricultural group had 560 people.

Trainees were women, rural laborers, and people with disabilities taking part in basic-level training programs, training for less than 3 months; in which priority was given to people with disabilities and those who were eligible for preferential policies, those were revolutionary contributors, people of ethnic minorities, people from poor households, near-poor households, and people from households having recovered agricultural land, business land, female laborers losing their jobs, fishermen, persons finishing imprisonment sentences, young people after detoxification, laborers working in brick kilns need to change their jobs; relevant agencies, organizations and individuals.

All subjects who were supported with vocational training as planned had a permanent residence in Binh Duong province. Supported learners were in working age (women from 15 - 55 years old; men from 15 - 60 years old), in need of vocational training and education; in case of apprenticeship or job training to work for employers, they must be full 14 years old; Those who cannot read or write participated in studying suitable jobs through mentoring and apprenticeship and must be physically fit for the jobs they need to learn.

Apprentices have a plan to find themselves jobs after apprenticeship to ensure the feasibility as certified by commune-level People's Committees, or were recruited by employer, or had buyers after the apprentice.

To rural laborers, laborers with permanent residence in communes, laborers with permanent residence in wards or townships directly engaged in agriculture or from families whose agricultural land was recovered ...

Policies for learners

Laborers were entitled to a loan for vocational training according to current regulations. If they work stably in their locality (certified by commune-level People's Committees), after the apprenticeship, they were supported with 100% interest on the borrowed money.

Each person only received one-time training support under the State budget's support policy; those who previously had had training under other current State policies did not receive training according to this scheme. In case those who had been trained but lost their jobs due to objective reasons, commune People's Committees considered and decided to continue to give vocational training for them to change job according to this program but maximum no more than 3 times.

At the same time, laborers were supported with training fees according to regulations. Supported level of training fees for each occupation and each subject of elementary level, training of less than 3 months were approved by Chairman of Provincial People's Committee in accordance with the program, training time, and characteristics of each region and locality. This level was calculated by Department of Labor - Invalids and Social Affairs, Department of Finance, and vocational education institutions.

Laborers participating in vocational training were provided with meals and transport expenses. The project was divided into 3 groups, including group 1: People who are entitled to preferential policies for revolutionary contributors, people with disabilities, ethnic minorities, and people from poor households (according to the provincial criteria), people of households whose agricultural land, business land were acquired, and female laborers who lost their jobs, participate in primary and training programs of less than 3 months. Group 2 comprises rural laborers who have the maximum income equal to 150% of the income of poor households (according to criteria of Binh Duong province) and are provided with food allowance of VND 10,000 / training day / person. Group 3 are rural laborers that shall be supported with food expenses of VND 10,000 / training day / person.

Particularly, rural laborers, who are ethnic minority people, are entitled to preferential policies for revolutionary contributors, poor households, and households with a maximum income equal to 150% of the income of poor households, participate in junior-college and college-level courses and are entitled to vocational training policies for boarding ethnic minority students (scholarships, social allowances, and other policies such as boarding ethnic high school students).
