The essential task
Right from first days of the epidemic season, Ben Cat Town Party Committee asked all levels of Party, authorities, Fatherland Front, mass organizations in the area to specify the disease prevention and control as a crucial task of the entire political system from the town to grassroots. Health, life of the people, and the motto "4 proactive things" must be put first: Proactively prevent (prevent occurrence), proactively detect (prevent spreading), proactively control (prevent complicated happening), proactively handle (prevent instability).
Tran Thi Thao, Vice Chairwoman of Ben Cat Town People's Committee, said that Ben Cat Town People's Committee quickly developed a plan to respond to the Covid-19 in the town and informed to all agencies, unions and localities. Steering Committees for disease prevention and control were established from town to communes, wards, and chaired by chairmen of People's Committees at all levels. Quick response teams were also established from town level (2 teams) to commune and ward levels (8 teams). People's Committee and Steering Committee for Disease Prevention and Control of Ben Cat Town continuously had meetings and promulgated plans and official dispatches related to disease prevention and control in the area.
As the standing agency of the Steering Committee, the Town Medical Center developed a response plan within this sector; carried out the examination, screening and handling of suspected cases of Covid-19 infection. Do Thi Phuong Thao, Deputy Director of Ben Cat Town Medical Center, said that in order to be proactive in the disease prevention and control, the center strengthened disease prevention and control team, established 2 quick response teams, and assigned on duty 24/7. In addition, the center also prepared material facilities for examination, channeling, and classification of patients from the beginning at examination area (with reception room, separate classification), and arranged quarantine areas with 20 beds. Medical supplies, medicines etc. to take initiative in disease prevention and treatment in the area were also prepared by the center. In addition, at medical stations, local clinics, each unit has 1 room and 1 bed for quarantine.
Other sectors, mass organizations and localities in the area also collaborated closely and took part in the epidemic prevention and control in a synchronized manner. With the support of the health sector in providing communication materials, agencies and mass organizations widely communicated on mass media to help people understand and know how to prevent diseases. Distributed 11,000 masks to people coming for medical examination at health centers, people coming to reception rooms of the Town People's Committee, OSS sections of the Town People's Committee and 8 communes and wards in the area. Party Propagation and Education Committee, Fatherland Front Committee, Labor Confederation, Trade Union of industrial parks in the town also actively enhanced communication activities, timely provided information to reassure people, and joined hands to impose preventive measures. The town police collaborated with Medical Center to conduct an epidemiological investigation of Chinese people in the area. All cases after epidemiological investigations were put in quarantine right at their residential areas, workplaces, received instructions to monitor body temperature, daily health situation and make daily report.
To continue implementing well the prevention
The Covid-19 is happening complicatedly. Thus the town's leadership directed the political system to continue enhancing epidemic prevention and control measures according to directive of higher authorities. The Steering Committees at all levels regularly organized the supervision and inspection of the situation, and direct drastically the administrations at all levels, sectors and localities to strictly implement epidemic prevention and control instructions. Especially, at present, the education - training sector must prepare well in all aspects to ensure the return of students to school. “In general, the prevention and control of epidemic has been proactively done by all departments, unions, and localities in compliance with regulations. Prior to complex developments of the epidemic, the town leaders continued to direct all levels and sectors to strengthen dissemination; scrutinize, ascertain the situation to monitor health condition of Chinese, Korean people and those who went from epidemic areas. At any time, as receiving information, the authorities conduct epidemiological investigation, handle timely situations", said Ms. Thao.
In order to control the disease situation in the future, Ben Cat Town take measures to monitor and manage Korean workers as well as Chinese people. Furthermore, all foreigners or Vietnamese people, who traveled and returned to Ben Cat, are also monitored closely. Ms. Thao said: "We asked administrators of wards, quarters and hamlets to join hands with local people to update, detect suspected cases and report timely. Agencies and forces, like public security, healthcare, labour-invalids and social, labor federation, trade union, communes, wards..., have to monitor situation, immediately report to take instant actions. Communes and wards continue to implement seriously promulgated documents and directives; carry out daily report to People's Committee, the town Steering Committee, and health authorities. Chairman of People's Committees, chiefs of Steering Committees must observe the situation and take the main responsibility for activities of disease prevention in the district".
Ms. Thao said thanks to the proactive spirit, heightened responsibility of the heads and many prevention measures, the epidemic situation in the town was basically well controlled, there were no positive cases for Covid-19.
