To arrange quarantine areas for treatment
Dr. Huynh Thanh Ha, Deputy Director of Department of Health, affirmed that the prevention and control of Covid-19 received special attention of the Party and authorities at all levels. In the province, Provincial Party Committee and Provincial People's Committee gave drastic directions for the performance of disease prevention.
Following the directions of the Central and provincial leadership, the health sector directed medical units in the province to strengthen supervision, early detection, readiness to collect and treat patients. One of the most important tasks is to increase the communication about the disease and measures among people. The health sector opened a hotline of Ministry of Health (19009095); of provincial Department of Health (0964.691.919) to give instructions and timely receive information about the Covid-19 in the province.
In addition, the health sector formulated plans and strictly implemented the organization of collection, emergency, channeling, and treatment of patients, maintaining regular hospital operations if there were an outbreak; strictly enforce quarantine, infection control, prevention of cross-infection and implement protective measures for health workers; prepare adequate medicines, emergency and necessary equipment to be ready for receiving and treating patients. The mobile anti-epidemic teams are also consolidated, fully prepared with disinfectant chemicals, epidemic prevention equipment, and supported when needed. In parallel, the health sector also cooperates with large hospitals (Tropical Disease Hospital, Children's Hospital 1, Children's Hospital 2, Cho Ray Hospital...) to establish satellite hospitals when necessary.
According to Ministry of Health's direction, provincial and district medical centers in the area finished the treatment and quarantine areas to be ready for receiving, monitoring and treating patients. On average, each quarantine area has from 10 to 50 sickbeds with doctors and nurses. "The health sector prepared all aspects, is always in a position ready to serve the prevention and control of Covid-19 in the province," said Dr. Huynh Thanh Ha.
In order for health facilities in the province to strictly implement epidemic prevention and control, on February 11, Department of Health continued to send a written request to district-or-higher-level medical facilities with beds, private general hospitals with adequate human resources and equipment, to ask these unit be responsible for accepting suspected patients of Covid-19; treatment, management, follow up on-site quarantine. Department of Health asked all medical facilities not to refuse medical examination and treatment for foreigners, especially Chinese. However, it is necessary to carry out protection for medical staff in accordance with regulations.
To add more quarantine, concentrated treatment areas
Along with public medical facilities, the health sector also advised Provincial People's Committee to establish a 100-bed quarantine ward at provincial Military School and a 140-bed area at Provincial General Hospital 2. At present, both of these facilities are ready to receive quarantine and give treatment to suspected cases and patients.
At the 100-bed quarantine area at Provincial Military School, all preparation works are done. Currently this area is quarantining and monitoring a woman from Hunan province (China), she is in good health. Although the quarantine area had only one person, the daily crew with doctors, security and staff being ready to serve. Every day, health workers will check the temperature two times; monitor the health of quarantined people. Dr. Tran Thi Dieu Thuy, Provincial Center for Disease Control, who is one doctor of the team, said that the woman's health was good, had no cough or fever.
Under the direction of Ministry of Health, Ministry of Defense, and High Command of 4th Army Corps, Binh Duong province will set up two field treatment facilities. Accordingly, the 4th Corps High Command directed Military Hospital 4 - 4th Army Corps to set up a department of 100 beds at this hospital. Currently, Military Hospital 4 - 4th Army Corps completed this area, is ready to receive patients. However, regarding human resource, currently the hospital has only two specialized doctors and some materials and equipment for epidemic prevention and control; is making plan for supplement to meet assigned tasks. “In addition, Ministry of Health collaborated with Ministry of Defense to direct the 4th Army Corps to set up a 500-bed field hospital to receive about 1,000 students and workers, who returned from China. On 11 Feb 2020, leaders of the 4th Corps scrutinized, arranged the position and will install a temporary hospital in the near future when the order is given", said Dr. Ha.
