To quickly support workers accoring to Government Resolution 68

Social Insurance (SI) of Binh Duong is actively implementing policies to support workers according to Resolution No. 68/NQCP dated July 1st 2021 of the Government and Decision No. 23/2021/QDTTg dated July 7th 2021 of the Prime Minister.

Workers shall come to register for the support at Binh Duong Social Insurance (Photo taken before Binh Duong implements Directive 16 of the Prime Minister on social distancing).

To implement Resolution 68 in social insurance

According to Resolution No. 68/NQ-CP on a number of policies to support workers facing difficulties due to the Covid-19, there are three policies directly related to Vietnam's social insurance, including: to reduce insurance premiums against occupational accidents, occupational diseases; to suspend contributions to the retirement and survivorship fund; to support the training and job maintaining for workers. In addition, the SI branch also confirmed in other practical support policies, such as: Support for workers under labor contract suspension, workers taking unpaid leave due to the organization having to suspend operations at the request of state agencies to prevent and control the Covid-19; support for workers that stop working due to medical isolation or in blocked areas; support for workers that have labor contract termination but are not eligible for unemployment benefits; support for employers to borrow loans for severance payment.

In order to promptly implement support policies for those affected by the Covid-19 according to the Government's regulations, Binh Duong Social Insurance has coordinated with relevant branches to advise provincial People's Committee to issued Official Letter No. 3154/UBND-VX on the implementation of the Government's Resolution No. 68/NQ-CP, the Prime Minister's Decision No. 23/QDTTg in the province.

Binh Duong Social Insurance also immediately established a Steering Committee to follow up with employers, advise, guide, send notices, and issue Official Letter No. 1508/BHXH-QLT dated July 14th 2021 to apply the following contents, such as: to reduce insurance premiums against occupational accidents, occupational diseases; to suspend contributions to the retirement and survivorship fund; to pay expenses of training and retraining, improve vocational skills to maintain jobs for workers… to all organizations participating in social insurance in the province. In the process of receiving and processing dossiers, Binh Duong Social Insurance requires social insurance agencies of districts, towns and cities to uphold the sense of responsibility, create favorable conditions and reduce the maximum time for employees and employers to receive supports and benefits timely.

Binh Duong has 14,359 units and enterprises with 1,011,449 employees who are eligible for support of reducing contributions to Occupational Accident and Disease Fund, with a total support of more than 393 billion VND. Le Minh Ly, Director of provincial Social Insurance, said that following the guidance of Vietnam Social Insurance, Binh Duong Social Insurance quickly implemented policies to support employees and employers facing difficulties due to the Covid-19 timely and efficiently.

Policies related to social and unemployment insurance

Resolution 68 of the Government indicates humanity with the motto "leaving no one behind" during the pandemic. Notably, out of 12 support policies, there are 7 policies related to social insurance and unemployment insurance for employers and employees who are facing difficulties.

With the policy of reducing occupational accident and disease insurance premiums, employers are allow to apply a payment rate equal to 0% of salary fund in 12 months as a basis for paying social insurance contributions to occupational accident and disease insurance fund (from July 1st 2021 to the end of June 30th 2022) to employees subject to occupational accident and occupational disease insurance (except for civil servants, people's armed forces, officials of agencies of the Party, State, and administrative agencies, public non-business units receiving salaries from the State budget). The employers must give the entire amount obtained from this reduction to the employees to prevent and control the Covid-19.

Regarding temporarily suspension of contributions to the retirement and survivorship fund, the employer has fully paid social insurance premium or is temporarily suspending contributions to the retirement and survivorship fund until the end of April 2021 but is affected by the Covid-19, leading to reduction of 15% employees participating in social insurance or more compared to April 2021 (including employees who stop working, have to suspend labor contracts, agree on unpaid leave), the employees and employers are entitled to temporarily stop contributions to the retirement and survivorship fund in 6 months from the time of application submission.

Regarding support for training and job maintenance for employees, employers are supported for training, retraining and improvement of vocational skills by Unemployment Insurance Fund when fully paying unemployment insurance premiums for employees from full 12 months or more up to the time of requesting for support; change the technological structure according to the provisions of Clause 1, Article 42 of the Labor Code; have decrease by 10% or more compared to the same period in 2019 or 2020 of revenue of the quarter right before the time of requesting for support; have a plan or cooperate with a vocational education institutions in developing plans for training, retraining and improving vocational skills and qualifications to maintain jobs for employees according to regulations. The maximum support level is 1,500,000 VND/employee/month and the maximum support period is 6 months. Applications for support are submitted from July 1st 2021 to June 30 2022.

In addition, the SI also implement other practical support policies, such as: Support for workers under labor contract suspension, workers taking unpaid leave due to the organization having to suspend operations at the request of state agencies to prevent and control the Covid-19; support for workers that stop working due to medical isolation or in blocked areas; support for workers that have labor contract termination but are not eligible for unemployment benefits; support for employers to borrow loans for severance payment, for resuming production.
