Currently, the model is being implemented in 11 wards to implement the measure of "locking and freezing.”
To support F0 treatment at home
According to Department of Health, as of August 23, the province has 4,299 cases of F0 being treated and quarantined at home. Of which, the most is Tan Uyen town with 2,769 cases and Thuan An city with 1,356 cases. Mr. Nguyen Hong Chuong, Director of Department of Health, said that in order to proactively take care of the health of F0 who are quarantined at home, the provincial Steering Committee for Covid-19 Prevention and Control decided to establish a model of mobile health stations in Thuan An city and Tan Uyen town. This is a field unit operating in the form of providing health care services to each person in the area, especially people in 11 wards who are implementing the "locking and freezing" measure. The model will help localities do better in zoning and disease control; at the same time, providing timely emergency assistance to people by minimizing the risk of seriousness and death.

Specialist Doctor II Huynh Thi Nguyet Phuong, Director of Thuan An city Medical Center, said that the operating process of the mobile medical station is to perform two tasks in parallel of primary health care for patients and manage and treat people infected with Covid-19 based on the community and family. When symptomatic cases of F0 are recorded, doctors and nurses will come to the home for examination. Depending on the patient's condition, the medical staff will decide to give medication to monitor at home or coordinate a car to transport the patient to the medical station for treatment. In case the patient does not change, the unit will contact the dispatch vehicle to transfer the patient to the upper level for treatment. In addition, the mobile medical station also performs rapid Covid-19 testing, organizes sampling, sends samples to laboratories for RT-PCR confirmation, administers Covid-19 vaccines, and communicates.
In terms of human resources, the district health center and the supporting force must arrange enough human resources for the health station to operate. Each mobile medical station has at least 5 medical staff, of whom, at least 1 doctor is in charge and the rest are nurses and other medical staff. In addition to the medical staff, the commune authorities are responsible for mobilizing other staff in the area to participate.

Mr. Ton Quang Vinh, Secretary of the Party Committee, Chairman of the People's Committee of Binh Chuan ward in Thuan An city, said that depending on the situation of the Covid-19 epidemic, the ward will establish many mobile medical stations with assurance that each residential cluster with about 50-100 Covid-19 cases quarantined at home has a mobile medical station. A mobile medical station is assigned to be in charge of a population cluster, which can be residential groups of different wards, regardless of administrative boundaries.
Meanwhile, in Tan Uyen Town, localities are taking advantage of cultural houses, community living areas, and private clinics to serve as operating headquarters for mobile medical stations. Each mobile medical station must arrange a common medical clinic, a sampling area, an administrative area, a medicine storage area, an area for oxygen tanks, equipment and a resting place for staff. . Mr. Doan Hong Tuoi, Chairman of the People's Committee of Tan Uyen town, said that the town is preparing a number of drugs and equipment for the mobile medical stations. Accordingly, the minimum tools and equipment of each mobile medical station include 2 oxygen cylinders, oxygen breathing apparatus, Sp02 measuring device, basic first aid equipment, and SARS-CoV-2 test sample collection device, rapid test kits and other basic medical examination and treatment tools.
It is known that in order to be medically monitored at home, it is important that the person infected with Covid-19 has no symptoms and the house must be large enough to have a private and self-contained room. In particular, the examination and screening must be done carefully as the infected person has no underlying disease and must commit to complying with the regulations on medical quarantine. Cases of Covid-19 infection can call health station staff and hotline numbers of provinces, districts, and health stations for help with emergency, hospital transfer, and health advice. Therefore, the operation of mobile medical stations will actively support people in "locked and frozen" areas.
