The sectional flood occurred in the night of October 18 at My Phuoc Town-let in Ben Cat District and many other localities on the bank of Saigon River across Thuan An Town and Thu Dau Mot City has caused remarkable damages to local community.To be more informed about the causes as well as remedies, Binh Duong Newspaper reporters interviewed Mrs. Nguyen Minh Thuy, Director of Department of Agriculture and Rural Development.Reporter: Please disclose the main causes of recent sectional flood in My Phuoc Town-let.Mrs. Nguyen Minh Thuy: It was because of wide range heavy rains in the night of October 18 across Lia Hung, Lai Uyen, Bau Bang, and My Phuoc of Ben Cat District. The rain volume was recorded at 81mm, equivalent to a previous flood troubling National Highway No. 13 at the site of Binh Duong Metro Cash & Carry on September 28, 2012.The 2-hour rains poured down tremendous water to rivers, springs, and dykes, triggering flood at the time of peak tide of Saigon River and Thi Tinh River.On October 18, heavy rains occurred at the region of Thi Tinh River headwater at record of 121.2mm, creating flood lines on Thi Tinh River. By night fall of October 18, the flood flow reached My Phuoc Town-let. Combining the factors above, the flood was inevitable at lower grounds of My Phuoc Town-let. Thus, information claiming the flood to have been caused by release of Tu Van Lake was not grounded.In the morning of October 19, the Steering Board of Flood and Storm Response of the province and Ben Cat District had an investigation into flooding causes at Tu Van Lake where they found out that at the time of flooding, the lake was full, i.e. the actual flood source was from communes of Bau Bang and Lai Uyen not from the lake which acted as overflowing transitional site then.Reporter: What are real damages? And what remedies have been planned up to now, madam?Mrs. Nguyen Minh Thuy: Under statistics, 667 households were affected by the flood, including 615 in My Phuoc, 22 in An Dien, and 30 in Phu An. In the lower grounds near rivers and springs, damages were prominent in planting, husbandry and aqua-cultivation.The flood caused slides of traffic roads near the foot of Ben Tuong Bridge and flowed away two spans of Ben May Bridge in Lai Hung Commune of Ben Cat District.As the flood occurred, all forces had made widespread notification to local community to response to the situation.Forces and vehicles were mobilized to evacuate human and properties to safe places with priority for human lives.Foods were supplied to people being evacuated while patrol and security guards had been dispatched to maintain security and order at the flood-hit regions and evacuated sites.By October 20, water retreated and people just were back to their houses safe and sound.For the time to come, under Decision No. 1312/QD-UBND dated May 07, 2010 and Decision No. 21/2013/QD-UBND dated August 16, 2013 of Provincial People’s Committee the Steering Board shall proceed to make detail statistics of damages made before dispatching relief and seedling offerings for local people to stabilize their business.Reporter: What long-term preventive measures should be made to prevent re-occurrence of the above situation?Mrs. Nguyen Minh Thuy: We shall refine our organization with more exercises and equipment to mitigate damages.
