Located in a favorable geographic position – the important gateway connecting Ho Chi Minh City, Bien Hoa City (Dong Nai Province), and other areas transiting to central highland of Vietnam, the provincial authority on facing daily traffic situations of intense transportation vehicles has been always interested in the directing the implementation in order to contribute to ensuring traffic order and safety in the area.
Traffic inspection force is checking a cargo truck showing signs of overloading
In the first months of 2017, the provincial Department of Transportation instructed the inspectors to inspect the situation and operation areas of illegal and overloading transporting cargo vehicles while intensifying the inspection, examination and strictly handle according to the provisions of law, for acts of violating the means of transport, especially the violations of the vehicle's body size; to concentrate on inspection and handling at the places of origin or near overloaded cargo areas on land roads; at the same time, to take initiative in closely coordinating with the police force and local administrations in receiving and exchanging information on the work of ensuring traffic order and safety, controlling the means of transport for timely management, and handling violations according to regulations.
Inspectors of the department, through the patrol and control have disseminated information to citizens and enterprises on the compliance with the Law on Road Traffic and Law on Inland Waterway Traffic, and non-violation of regulations on the size of barrels. In addition, the departmental inspectorate shall continue to perform the signing of commitment to ensure the load capacity of the transporation means as prescribed, restoring order in the area of passenger and goods transportation. The provincial police also directed the specialized sections and police offices of the localities to intensify patrols and strictly handle the regulations of the laws on overloading of goods, cargo container expansion, resolutely handle subjects causing public disorders, opposing personnel in charge of control activities and on duties; apply necessary measures to fight effectively with negative behaviors in vehicle load control activities.
Although in the past time, branches and localities in the province have maintained synchronous solutions in controlling vehicle weight, preventing and dealing with the situation of overloaded vehicles on the roads, the situation of overloaded trucks has always been complicated, especially in tunnels, quarries, construction materials, etc. Therefore, the provincial People's Committee's plan No. 4542 on improving traffic control is currently effective. Tran Thanh Liem, Chairman of the Provincial People's Committee, Head of the Provincial Traffic Safety Committee, demanded he steering of the Transport Inspectorate in collaboration with the Traffic Police to strengthen the patrol and control and investigation of violations in terms of overloaded cargo and oversized containers. In particular, patrols on roads, roads in the area of mine construction materials, warehouses, ports should be organized. The inspectorate can use all means and equipment with professional measures to check and control the vehicle's load, such as measuring the size of the cargo containers and reconciling the delivery invoices. The department shall assume the prime responsibility and coordinate with provincial police, provincial traffic safety boards and districts, provincial towns and cities in reviewing and inspecting the implementation of commitments not to carry overloaded cargoes or unload cargoes in vehicles. Too much tonnage allowed the transportation enterprises, stone mining enterprises, construction material production have signed. The Provincial Public Security Department is in charge of advising and proposing the Provincial People's Committee to undertake the coordinated management of inter-sectoral load control in line with the practical situation, meeting the requirements of load control in the province; To direct the traffic police force to continue dispatching officers and men to coordinate with the transport inspection forces so as to put the vehicle load-check stations into continuously operation.
