To track and lock down risks of pandemic spread

As two cases of Covid-19 infection were confirmed in Binh Duong, determination has been in place to round up for tracking down and sampling in wide areas at the soonest. The whole political system, medicine doctors and officers at the front line of pandemic prevention have been all out to practice the priority for prevention, lockdown, and rounding up the pandemic incurrence for effective treatments. More urgent and drastic measures have been implemented in Binh Duong province.

Pandemic hotspot to be correctly identified in more urgent manner

In order to strengthen the direction and implementation of Covid-19 epidemic prevention and control activities and patient treatment, a special division of "Covid-19 Frontline Commanding Office" at Phuoc Hoa Secondary School (opposite the People's Committee of Phuoc Hoa commune in Phu Giao district) was established in Binh Duong province. The special division is placed under the standing command of Dr. Huynh Thanh Ha, Deputy Director of Binh Duong provincial Department of Health. Right in the morning of February 1, at the frontline headquarters, the delegation of Pasteur Institute from Ho Chi Minh City directly worked on disease prevention and control in the area, especially the F1 tracing stage and studied more closely the relationship of 2 positive cases of Covid-19. The capacity of the quarantine areas in the face of current and upcoming developments has been reviewed along with options to cope with the epidemic in different situations. In the process of working urgently with the frontline headquarters, the Pasteur Institute of Ho Chi Minh city agreed to take 26 test samples as indicated.

Dr. Huynh Thanh Ha said that by February 1, a total of 62 cases from Hai Duong and Quang Ninh epidemic areas had been discovered and tested. As a result, 1 case in Ca Na hamlet, An Binh commune, Phu Giao district and 1 case of secondary infection from the above case at Thu Dau Mot University were reported. Through a review, as for the Covid-19 infection of N.T.P., 90 people exposed in round 1 (F1) and 147 people exposed round 2 (F2) to her. As for the case of N.T.M.A, 321 were in contacts with her in round 1 (F1) and the haste task is to verify the number of round 2 contacts (F2).

It can be said that at present, very accurate and timely decisions have been made in Binh Duong province to control the point of outbreak, so the disease control has been carried out in the most positive direction. After receiving the notification of N.T.M.A.'s infection, the provincial health sector responded quickly to blockade the zone at night and disinfect the hostel at Number 571, Le Hong Phong, Phu Hoa ward, Thu Dau Mot city, Thu Dau Mot University and all locations that N.T.M.A had visited. The department also focused on tracing to the same related cases, quarantining and sampling all F1 cases that had contact with N.T.M.A. The social distancing was implemented at Phu Hoa ward under the Directive No. 16/CT-TTg dated March 31, 2020 of the Prime Minister. Other localities of Thu Dau Mot city comply to Directive No. 15/CT-TTg dated March 27, 2020 of the Prime Minister to timely ensure adequate facilities and transportation to satisfy the isolation well.

To be accurate in sampling

Present at the designated sampling point at the central quarantine facility in Phu Giao district located in Phuoc Vinh B Kindergarten, we could see that the local nurses and doctors quickly entered the duty positions with full protective clothing and tools ready. The process of taking samples for testing took place safely and in the correct order in the quarantine areas. In particular, medical staff strictly followed biosafety regulations in the sampling, storing, packaging and transporting the samples which could be blood-borne, air-borne and contact infection. Because they have been proficient in infection prevention before, the nurses and doctors performed the movements quite simply but in line with technical requirements. After taking the specimen, the nurses and doctors carefully recorded the name, age, address, type of specimen, and date of sampling on the tube and then read it aloud to the person being sampled for confirmation. The samples are stored at temperatures of 20 - 80 degrees C within 48 hours.

According to our observations, after being sampled, the specimens are carefully wrapped in 3 layers of protection to ensure biosafety in accordance with the regulations of the World Health Organization. The innermost layer is a specimen containing tube properly sealed to prevent the specimen from spilling out. The middle layer is the foam rack or plastic rack to keep the specimen upright and the outer layer is the hard plastic box with the lid labeled. Meanwhile, the packaging and transportation of medical products are also done very carefully. Cover the patient's tube first and wrap it with absorbent paper. Put the tube in a bag or jar with a tight lid and cover the bag with an absorbent cotton layer containing disinfectant. Then, continue to put the bag containing the specimen collection slip into the 2nd nylon bag and then fasten. Finally move on the cold thermos having a logo of the World Health Organization on the outside.

 “Currently, Binh Duong has recorded 2 positive cases of Covid-19 after we activated the entire traceability system that actively works overnight, but we should not be confused and worried about the situation. We are not subjective; we must continue to act more drastically and rapidly. Particularly, we continue tracing in the area of Thu Dau Mot city by focusing on the organization of strict and definitive isolation to retain the spread," said Ha.
