In recent days, a good news to people facing difficult circumstances was when Provincial People's Committee agreed with departments and branches to implement some support packages. Doan Minh Tri, a delivery (freelance worker) in Quarter 7, Phu Hoa Ward, Thu Dau Mot City, said: “I have been a delivery man for many years, if there was no epidemic, every month I earn from 10 to 15 million VND, depending on the number of orders. It has been two months, due to the implementation of social distancing to prevent and control the coronavirus, I quit my job and lost my income. I has also been spent all the little money that I saved before, and must borrow money from my family. The support of local government to difficult workers at this time is meaningful, I just hope the pandemic would soon go ."
The province supported needy laborers according to Resolution No. 68 of the Prime Minister, such as: support workers who must cease their work, workers who must terminate their jobs but were not eligible for unemployment insurance, to suspend contributions to retirement and death funds... In addition, Provincial People's Committee also issued Decision No. 09 to expand groups of beneficiaries to include gardeners, housekeepers, babysitters etc.; simplify many procedures to create the best conditions for people to get allowances; Each laborer received 1.5 million VND. Recently, Provincial People's Committee also paid other supports, such as 300,000 VND to support accommodation costs for each worker staying in lodging house, pay 20 millionVND of funeral expenses for each deceased patient due to Covid-19.
The disease has spread throughout nine districts, towns and cities, thus the number of workers without labor contracts and in need of support is higher than expected. This group is being checked by localities in order to pay support as soon as possible. Up to now, the number of people supported is 68,468 with the total amount of over 102 billion VND. Particularly for lottery ticket vendors, the province completed the payment of allowances to this group.
Nguyen Ngoc Hang, Deputy Director of provincial Department of Labor, War Invalids and Social Affairs, said: “Following the direction of Provincial People's Committee, Department of Labor, War Invalids and Social Affairs is urging localities to review documents of freelance worker group. Due to the heavy impact of the Covid-19, there are difficulties in the implementation process, some localities such as Thuan An City, Di An City, are still making great efforts to actively catch up with other localities in the province. The settlement process is accelerated in order for money to reach workers faster, so that people can feel assured to implement isolation and disease prevention.
Most recently on August 14, Provincial People's Committee issued Decision No. 12/2021/QD- People's Committee on providing food to workers facing difficult circumstances and are staying in lodging houses affected by the Covid-19. Accordingly, the beneficiaries are workers facing difficult circumstances and are staying in lodging houses (except for workers who are working at "three-on-spot", "one-route, two-destination" companies). A worker is entitled to a one-time allowance with a support level of VND 500,000/person, which can be supported by food or money.
In addition, to speed up the progress of paying 500,000 VND/person to difficult workers, Department of Labor, War Invalids and Social Affairs promptly issued the order and procedure for the implementation to communes, wards and townships. “In order to speed up the support, the department issued a document to instruct commune-level People's Committees make a request list of food for workers living in difficult circumstances in lodging houses according to regulations. Accordingly, within one working day from the date of receiving the support request, Labour, Invalids and Social Affairs Offices in localities summarized and sent the list to district People's Committees. Then within one working day after receiving the approval decision, People's Committees of communes, wards and townships immediately provide the support to workers. All procedures are handled within one day, no backlog", she said.
