Towards green industry

In the morning of November 22nd, Binh Duong Province announces Green Book 2016 in the fourth announcement upholding enterprises of good implementation of environment protection in the province. The awards are to uphold their achievements and encourage environment protection by local enterprises.

To encourage environment protection by enterprises

Nguyen Hong Nguyen, the former Deputy Director of Department of Natural Resources and Environment informed that rapid development of industries coupled with environment has become great challenge and concerns of local leadership. Policies and measures have been issued by the province to effectively improve environment protection management, environment quality, contributing to sustainable development of the province. Among the measures, the quantification and categorization of industrial environment pollution have become significant tools of informing the public of environment status related to enterprises. On such basis, information about enterprises working well in environment protection shall be announced in Green Book for timely praising, awarding, and disseminating among the communities. On the other hand, those enterprises not caring about environment protection shall be pressed by the communities to make more efforts in environment protection to promote investments into environment improvement to be listed in the Green Book while enhancing images and brand-names of othe enterprises in the market and community.

Nguyen informed that the Green Book should promote environment protection in enterprises of industrial protection in Binh Duong Province and in universal communities. Besides, the Green Book should contribute to improve image and prestige of the enterprises and their products, facilitating their operations as they should be prioritized and be facing less inspection of environment protection once listed in the Green Book.

From March to May 2016, Binh Duong Provincial Department of Natural Resources and Environment informed of the investigation, assessment, and announcement of Binh Duong Green Book the department website. The Department has also sent documents to enterprises requiring for their participation in to the investigation and assessment of Green Book. Documents have also sent to departments, sectors, districts, towns, and Thu Dau Mot City proposing enterprises to participate into the investigation and assessment of Green Book, gaining participation of 176 enterprises.

In June 2016, Department of Natural Resources and Environment carried out the review to set up a council approving Green Book 2016 before meeting up to partially evaluate the observation of environment protection in enterprises.

As a result, the Department chose 86 enterprises to investigate and assess their observation of environment protection. Then, in July 2016, the department carried out the second review of 86 selected enterprises to take out 78 enterprises to be evaluated in terms of regulations on waste release. In August and September, the Department sampled wastes of 78 enterprises to evaluate their observation of regulations on waste release. As a result, 61 enterprises passed the test of observing regulations on waste release into the environment.

On such basis, Department of Natural Resources and Environment organized a council to investigate, mark, and categorize enterprises and coordinated with Department of Internal Affairs to propose for approval of Green Book by Provincial People’s Committee and awarded the mentioned 61 enterprises.

Of 61 enterprises certified in Green Book 2016, 52 enterprises are in industrial parks, 9 are outside, 51 are FDI, 10 are domestic enterprises, and 31 have been named in Green Book 2014.

Towards sustainable development

Mai Hung Dung, the member of Standing Board of Provincial Party Committee cum permanent Deputy Chair of Provincial People’s Committee informed of degraded environment quality in the face of socio-economic development. The causes are mainly due to low environment protection awareness of enterprises.

Thus, the announcement of Green Book affirms and appraises environment protection awareness and responsibility of enterprises regarding environment protection of the province. By the achievements, the enterprises have fully expressed their role and responsibilities towards the communities and societies to actively contribute to the success of preventing and improving environment quality of the province.

It can be affirmed that the mentioned achievements are thanks to the general efforts of individuals and collectives. Mai Hung Dung also informed that consultancy of sectors and departments with Provincial People’s Committee should be made to adjust Decision No. 03/2011/QDUBND dated January 27, 2011 of Provincial People’s Committee regarding the issuing of standards of ranking enterprises and constructing Green Book of Binh Duong Province with additionally stricter criteria of environment protection with new conditions.

Provincial Department of Natural Resources and Environment, people’s committees of districts, towns, and Thu Dau Mot City shall continue with the promotion of information dissemination and contents of categorizing the enterprises and constructing Green Book for access of individuals and organizations.
