Early September 5, Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation; Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee chaired a teleconference with 5 "green" localities in the northern region of the province to review the progress of implementing the "green zone" plan and approve a plan for inter-district and inter-commune traffic flow plan for people and vehicles in the “green zone”. The event was also attended by Dr. Duong Chi Nam, Deputy Head of the Environmental Management Department under the Ministry of Health (MoH), Head of the MoH’s Working Group in Binh Duong together with leaders of a number of departments and sectors in the province.
Maintaining the “green zones”
At the teleconference, leaders of the "green zone” localities quickly reported on their Covid-19 prevention and control. Accordingly, as September 5, Dau Tieng district greened all 89 communes and towns. In the past few days, the district did not record any more F0 cases in the community.

In Bau Bang district, up to now, all 7 communes and towns have been recognized as the "green zones". The district now has 4 "yellow" spots that are being locked and controlled well. The district is implementing large-scale testing to separate F0 cases from the community, accelerate Covid-19 vaccinations in risk areas to "green" remaining areas.
Whilst, Phu Giao district is protecting and maintaining the "green zones" by measures to strictly control outside and inside the "green zones". As a result, in the past 7 days, the district did not logged any more F0 cases in the community. North Tan Uyen district also has all 10 communes and towns as the "green zones". There are now 16 "red spots" in the "green zone” communes that are being locked down, taking measures to "green" the entire locality.
Ben Cat town is also concentrating its forces to increase Covid-19 testing in the remaining two "yellow zones" in the two quarters of My Phuoc and Thoi Hoa wards. In order to keep up with the vaccination schedule, the town has deployed 40 vaccination teams to complete 132,000 doses of Covid-19 vaccine allocated.
At the teleconference, leaders of the "green zone” localities also proposed the province to set up a plan on circulation of goods and people’s movement on the principle of "green - green, red - red and yellow - yellow", contributing to well controlling the pandemic and recovering production and business. In order to return to the "new normal” state after September 5, it is necessary for the province to issue travel cards to enterprises and employees to carry out local activities. The province needs to further implement the Directive No.15+ in the "green zones" to contribute to well controlling the pandemic and allow the resumption of some essential services in the "green zones”.

Speaking at the teleconference, Mr. Minh agreed with the "green zone” localities’ roadmap of further implementing social distancing under the Directive No.15+ until September 15; maintaining key checkpoints in areas bordering the "red zone" localities in the southern region of the province; creating a green circulation flow to facilitate production and business activities in the direction from the "red zone" to the "green zone" that must be implemented with a specific route while restricting the movement of people from "green zones" to risk and pandemic-hit areas…
Concluding the teleconference, Mr. Loi agreed with the plan to check vehicles transporting goods at checkpoints with QR code identification certificates. He also suggested the "green zone" localities to focus on 3 tasks after September 5. First of all, for testing work, although they are called the "green zones", there are still "red spots" around and inside them. Therefore, testing work to separate F0 cases from the community in these zones must be continuously implemented, preventing the spread of the pandemic.
He emphasized that Covid-19 prevention and control have changed to the state of "living with the pandemic". Hence, detecting and handling new outbreaks in the near future will be considered as the normal work. Localities must consider testing as an important and regular task to promptly curb the pandemic.
Regarding vaccination, localities must reorganize and mobilize their forces to complete the allocated amount of Covid-19 vaccines, contributing to quickly bringing the province to herd immunity. Localities need to mobilize on-site forces to speed up Covid-19 vaccinations. Covid-19 vaccinations must be carried out on the principle of safety for the entire people, including vagrants. Localities need to further announce and publicize the date of Covid-19 vaccination so that people know and get vaccines against the pandemic. Localities need to increase more resources to the F0 treatment floors, especially mobilize F0 cases given the all-clear to take part in caring for other patients.
He emphasized that although being the "green zone", these localities should not be subjective and need to strengthen mobile medical stations for Covid-19 prevention-control and treatment of patients. Specifically, in the "green zone" localities, along with fixed medical stations, they need to ensure that each commune and ward has 1 to 2 mobile medical stations. In the "red zone", each commune, ward need to have additional 3 mobile medical stations. The local medical stations need to pay attention to ensuring the supply of oxygen and medicine for Covid-19 patients...
Provincial Steering Committee for Covid-19 Prevention and Control has released a roadmap with 2 timelines for the "green zones". For the phase 1 from September 6 to the end of September 10, the circulation of goods will be implemented within localities. For the phase 2 from September 10 to 15, localities will carry out inter-district circulation, applying the “red” and “green” channels for transporting goods between districts with the application of technology required. For the movement of people in the "green zone", those who have not got Covid-19 vaccines yet are not allowed to go out. The “green zone” localities can issue "green cards" for those who have received 2 shots of Covid-19 vaccine and "yellow cards" for those who have had 1 shot of Covid-19 vaccine. But, in order to be allowed to travel in the “green zones”, they need to show SARS-CoV-2 negative test results.
