UN, Vietnam sign 2012-2016 joint cooperation plan

Vietnamese Minister of Planning and Investment (MPI) Bui Quang Vinh made this statement at the signing of the 2012-2016 One Plan with representatives from the International Organisation for Migration and 16 United Nations (UN) organizations.

The US$480 million Plan aims to help the country deal with priority issues in its 2011-2020 socio-economic development strategy and its 2011-2015 socio-economic development plan.

 

It will support the Vietnamese Government in achieving sustainable growth and equality for all people, improve public administration and management, and ensure access to high quality essential services and social welfare for all citizens.

Minister Vinh said the plan will serve as a common framework for UN and Vietnamese organizations to identify specific actions and fields for cooperation and continue to implement the earlier Hanoi Declaration of Aid Effectiveness and the Delivering As One (DaO) Initiative between Vietnam and the UN.

UN resident coordinator Pratibha Mehta said the Plan is considered a milestone in implementing the six DaO pillars in Vietnam: One Leader, One Plan, One Fund, One House, One Set of Management Practices and One Voice. It also looks towards sustainable development and equality for all people, Pratibha said.

Vietnam is one of eight countries participating in the UN’s Delivering as One (DaO) initiative, which helps UN organizations operate more effectively and productively at the national level.

By signing the plan, the Vietnamese Government has shown its determination to take the lead in UN reforms. Close coordination among the Vietnamese Government, donors and the UN plays an important role in the successful implementation of the DaO in Vietnam, Pratibha asserted.

Peter D’Huys, First Secretary for Development Cooperation at the Belgium embassy, said the Vietnamese Government’s leadership role and tripartite cooperation model are important factors in boosting UN reforms. He confirmed that development donors will continue working with Vietnam and the UN to ensure the One Plan corresponds to the actual situation and needs in the country.
