Up to 85 percent of the rural population will have access to safe water by 2015 under the National Programme on Safe Rural Water Supply and Environmental Sanitation for the 2012-2015 period.
The programme also targets making clean water and hygienic latrines available to 100 percent of nurseries, schools and medical stations at all villages across Vietnam.
The State budget will provide approximately 90 percent of the funds for implementation of safe water supply projects for extremely poor communes in mountainous, border, coastal and island areas.
Projects in rural communes will receive about 75 percent State funding and delta areas will benefit from 60 percent of the costs covered. The remaining funds will be allocated from local budgets and other sources.
Poor households and families under the preferential treatment policy will receive up to 70 percent of the cost to establish safe water supplies while households below the poverty level will receive 35 per cent coverage.
The total budget for this programme is estimated at about VND27.6 trillion (US$1.3 billion), primarily sourced from the State budget. Capital will also be mobilised from local funds, individual and enterprise investments, and official development assistance (ODA), among other sources.
Providing safe water for rural residents will cost an estimated VND19.7 trillion and VND5.9 trillion for environmental sanitation, and VND1.9 trillion for communications, supervision and programme evaluation.
