To upgrade prevention measures
Up to now, the province has had 84 suspected cases and taken test samples. All 84 people are negative for Covid-19. In the new period, provincial Steering committee for Covid-19 prevention and control is consistent and determined to the principle of timely prevention, detection, quarantine, zoning and eradication. To ascertain epidemic situation of the province, Huynh Thanh Ha, Deputy Director of provincial Health Department, said: “Binh Duong borders with Ho Chi Minh City, Dong Nai Province, the number of employees, who work in companies in the province but having a residence address in Ho Chi Minh City and Dong Nai, is very large, causing a higher risk of Covid-19 infection to Binh Duong.
During this period, the province tightens management and control of sources of infection by measures of early detection of cases to thoroughly apply quarantine measures. Especially there are now many cases of Covid-19 show no clinical symptoms (fever, cough, shortness of breath), thus it is difficult to detect in order to apply isolation measures, leading to difficulty in controlling and higher risk of spreading into the community. The health sector has prepared and upgraded prevention and control measures at level 3 and level 4; logistics preparation is guaranteed without the shortage of medical equipment, medicines, chemicals and forces, medical supplies participating in disease prevention and treatment”.
While the whole country strictly implements the Prime Minister's Directive 16, provincial Department of Health also requires provincial health facilities to follow instructions of Ministry of Health, reorganize hospital system, upgrade prevention and controlling measures to ensure safety for patients, health workers and the community. Hospitals must ensure adequate personal protective equipment for all medical staff when examining and treating infected or suspected Covid-19 cases. All persons coming to health facilities show symptoms or have unclear epidemiological history are considered to be at risk of Covid-19 infection (F1). In case of emergency patients have not yet exploited the risk factors, the emergency crews must wear full personal protective clothing like when giving first aid to Covid-19 infected people.
At present, Department of Health, provincial Center for Disease Control regularly inspects the implementation of medical facilities, attaches importance to preventing infection and ensuring safety for the work force in isolation facilities and health facilities. In addition to professional training, the health authorities also recommend that people contact health facilities for guidance, make an appointment in advance for serious illness, emergency, and fully implement disease prevention regulations.
Regarding the plan to prepare for quarantine areas, Department of Health in collaboration with Provincial Military Command get ready for locations, assign personnel and gather material resources to receive quarantine cases.
To expand the check of subjects in community
Currently, the health sector is working closely with police force to intensify checking of the entire population, every suspected cases; encourage the universal medical declaration on NCOVI application to detect, quarantine, promptly zone and prevent epidemic from spreading.
Huynh Van Quy, Deputy Director of Provincial Public Security, said: “Amid the complicated Covid-19 situation, police forces cooperated with the health sector and local authorities to check people coming and leaving from epidemic areas. Accordingly, subjects in the community for the check have also been expanded to seek other suspected cases for isolation". Namely, foreigners entering Binh Duong are staying at motels, hotels, not in residential areas; foreign communities living and working in companies, factories and industrial parks; Vietnamese people working directly with foreigners from epidemic areas; foreigners coming to Binh Duong freely... Vietnamese people who come from abroad; people who travel to or through an domestic area having infected cases; people involved in epidemiology of infected cases; street people, people related to social evils”.
In addition to the expansion of checked subjects, the police also cooperated closely with localities to reorganize, avoid neglect in implementation of Directive 16. Talking about the checking on the universal health declaration application, Mr. Ha added: “Up to now, more than 62,000 people in the province have downloaded the universal health declaration application, including more than 38,000 people who made voluntary medical declarations, 252 people suspected, 189 people already verified. Although there are lacks of information about declaration, Department of Health detected a number of cases related to the outbreak at Bach Mai Hospital (Hanoi) and had timely solutions.
In the new phase, provincial Steering Committee for Covid-19 prevention and control also agreed on the principle of strengthening protection for forces tasked to prevent and control the epidemic, not only police, medical staff, and army but also all members of Veterans' Association, Youth Union, and Women's Union participating in disease prevention and control.
