On August 2, the Ministry of Health sent an express document to the Chairpersons of the People's Committees of provinces and cities on increasing the speed and coverage of Covid-19 vaccination. Accordingly, the Ministry of Health suggested localities to organize vaccination for all people aged 18 and above.
The Ministry of Health said that in the face of complicated developments of Covid-19 pandemic nationwide, the Government and the Ministry of Health have issued many instructions on Covid-19 prevention and control for localities and units. In order to curb the pandemic quickly, accelerating vaccination is very necessary in the current period. Therefore, the Ministry of Health proposed the Chairpersons of the People's Committees of provinces and cities to direct relevant units to organize vaccination for all people aged 18 years and above. Vaccination is prioritized for frontline health workers, the elderly and those with underlying diseases under the Government's Resolution 21/NQ-CP dated February 26, 2021; the Prime Minister’s instructions and the Ministry of Health’s Decision No. 3355/QD-BYT dated July 8, 2021 on the issuance of the plan to implement the Covid-19 vaccination campaign and accelerate the coverage of vaccination.
Localities will mobilize all medical forces from State and private medical facilities for the Covid-19 vaccination campaign; organize vaccination at fixed facilities and many mobile vaccination points in residential areas, agencies, units... They need to arrange vaccination personnel and support departments for full-time work during the time organizing the vaccination campaign. There is no limit to the number of people injected in each vaccination session, maximizing the capacity of vaccination sites.
Localities must guide people to fill out consent forms to participate in vaccination, screening forms on the basis of electronic or paper health records, and make medical declarations; notify the time and place of injection so that people can participate in vaccination fully, on time and avoid gathering in large numbers at a time; arrange appropriate follow-up time after vaccination.
For those in the vaccination delay group, they will continue being monitored and arranged for vaccination as soon as possible when eligible. People in the group that need to be cautious about vaccination can be vaccinated at all fixed and mobile vaccination facilities, not required to be vaccinated at hospitals and treatment facilities. In the blockade areas, based on the number of people, the local authorities will arrange suitable fixed or mobile vaccination points, avoiding the situation of people moving to other areas when participating in vaccination; continue promoting the application of electronic health record platform to manage and track vaccination progress.
The Ministry of Health also proposed the Chairpersons of the People's Committees of provinces and cities to consider and decide the form of organization for vaccination in line with the developments of the pandemic and consider vaccination as a priority and urgent task in the current situation.
