Efficiency of the project
After 3 years of implementing the project, the entire province has trained jobs for 4,150 rural laborers. Of these, the number of rural laborers learning agriculture classes is at 2,698. According to the project, list of vocational training for rural laborers has 14 trades, 6 of which are agricultural fields (rubber cultivation, care and latex tapping; mushroom growing; veterinary; grapefruit planting; safe vegetable growing) and 8 remaining ones are non-agriculture (forklift driving, cooking, hairdressing, computer repair, industrial and household electricity, sewing, motorbike repair).
In 2013, trades of orchid planting and knitting are added into the list. After the training, rate of rural laborers getting jobs has reached more than 85% with an income of VND2-5mil per capita per month. Specifically, 1,815 have laborers worked at businesses whilst 1,521 others have worked at home.
For instance, Nguyen Thi Anh Dao at An Long commune, Phu Giao district has enjoyed a stable job with an income of VND5mil per month after graduating from rubber latex tapping class. Her family has so far escaped poverty. “The vocational training program for rural laborers helps my family escape poverty”, Anh Dao said.
Implementing the project, since 2010, Ben Cat district division of Labor, War Invalids and Social Affairs has opened 40 vocational training classes free of charge, attracting more than 1,000 learners. Most of learners have enjoyed stable jobs. Nguyen Thi Dieu in Chanh Phu Hoa commune is a typical example. Dieu joined in orchid planting class and has so far enjoyed a fair income from an over 1,000sqm orchid garden. In addition, Dieu has offered experiences of planting orchid for many other households.
Ben Cat district division of Labor, War Invalids and Social Affairs vice head Nguyen Van Sang said that the local program on vocational training for rural laborers has reached and surpassed its plan, creating stable jobs for local rural laborers. In the coming time, the district will cooperate with mass associations and agencies, especially youth union and farmers union to disseminate the program to them. In addition, the district has opened rattan and bamboo knitting classes to support Phu An bamboo village and place jobs for local residents.
Nguyen Phung Trung, vice director of the provincial department of Labor, War Invalids and Social Affairs said that after 3 years of launching the project, agencies and mass bodies and laborers’ awareness on role of the program has been improved significantly, contributing to poverty reduction, rural socio-economic development and new rural building, reinforcing conditions of improving vocational training capacity, luring participation of organizations and individuals in vocational training and many more.
Improving quality of training
Aside from the done results, the provincial work on vocational training for rural laborers has encountered many difficulties such as communal authorities’ poor awareness on vocational training for rural laborers, asynchronous launching of the project, poor quality of vocational training, poor cooperation between businesses and vocational schools.

According to Nguyen Van Hien, a cadre of Di An town division of Labor, War Invalids and Social Affairs said that to excel the project, the provincial steering board of the project should launch assistance for teachers and learners and the program needs to have more plentiful trades in conformity with localities.
With many ideas and petitions, the project steering board has set out many goals in the coming time. They include vocational training for 6,530 rural laborers in the province, offering pilot models of vocational training for 144 learners, building 20 lesson plans in service for vocational training, assisting teaching aids for 6 public vocational training schools and among others.
Nguyen Phung Trung added that all level agencies and sectors should in the coming time spur dissemination on vocational training, pay more attention to investing in teaching aids and fostering qualification for teachers, reinforcing inspections on expense usage and implementing vocational training plans for rural laborers and communal public servants and cadres and many more.
