Vocational training for rural workers in the light of actual needs

Employment creation for laborers in remote areas has been carried out effectively. However, after examination, Provincial People's Council assessed that the proportion of trained laborers increased but has not met demands of the labour market. This issue was discussed at the latest meeting of Provincial People's Council.

 Thousands of laborers are trained

To implement Decision 1956/QD-TTg dated 27th Nov 2009 of the Prime Minister on vocational training for rural laborers in the province, vocational training for laborers in remote areas has been directed closely by all levels, branches and localities. In particular, the perception of workers transformed in a good direction with a common goal, to create jobs and increase income for rural laborers. Thereby, contributing to the restructuring of labor structure and economic structure, serving the industrialization and modernization career.

Since 2013, the PPC has directed provincial Department of Labour-Invalids and Social Affairs to cooperate with Department of Agriculture and Rural Development to carry out the project 1956. Accordingly, vocational training for rural laborers is divided into two areas: Non-agricultural and agricultural areas. Over the period from 2010-2019, trained laborers of agricultural and forestry fisheries areas were 11,498 people, granted certificates 7,902 people, reaching 102.7% target. The rate of workers having jobs after training was 80%...

Pham Van Bong, director of Department of Agriculture and Rural Development, said: "In general, with vocational training for rural laborers in the province received much attention, investment and favorable conditions from party committees, local governments. Especially, the perception of workers has changed into a positive direction. Fund for the training basically met demands, especially poor households, near-poor households, people with disabilities, policy people, households that have withdrawn farmland. However, in addition to the good results, the implementation of vocational training for rural laborers in the province encountered some difficulties that need to be solved".

Although all departments, unions, communes, wards actively encouraged, propagated policies and incentives offered to laborers participating in vocational training, a handful of laborers have not applied their knowledge and skills to invest in larger-scale businesses. Therefore, the effectiveness of vocational training is limited...

To stick to training plan

In order for train vocational training in the province to be more effective in the future, Mr. Bong said that local governments must stick to the training plan approved by the PPC, prepare forecasts of jobs in high demand, take actual situation of the locality into consideration, collaborate with relevant branches to conduct surveys on the demand for vocational trainings of rural laborers; thereby, to organize appropriate and on-demand training courses. Some agricultural professions were surveyed, including: Mushroom cultivation and breeding techniques, ornamental techniques and plant care techniques, veterinary techniques, safety vegetable planting techniques, and pomelo growing...

Also according to Mr. Bong, in the coming time, relevant branches and levels will enhance the communication that must be carried out regularly on mass media, with contents sticking to the scheme, to introduce good examples, good practices, jobs that bring high economic efficiency. Focus on trades that were selected according to the plan and survey results. Combine with propagation contents of labor, new rural employment, poverty reduction... To give diverse contents on various means and channels, mass media, websites, unions and organizations, especially youth unions, women's union, farmers' associations, veterans associations...
