Wood protection measures in climate change

Binh Duong Provincial People’s Committee has just issued Decision No. 2633/QD-UBND approving the project of wood protection measures in climate change in Binh Duong Province.

Accordingly, the objective of the project is to study and propose solutions to improve the capacity of adaptation and mitigation of vulnerability due to climate change impacting of ecosystems of natural forest and planted woods while preventing forest degradation and improving forest structure. The project covers 10,687.61 ha of forest land planned for 2018-2020.

Department of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with one another in, implementing a group of solutions on forest protection and development strategies and urban green planning, group of silvicultural solutions, and solutions for forest and forestry land management. Specifically, on solutions for forest protection and development strategies and urban green areas: It is necessary to protect and develop forests with real forest trees that have the effect of absorbing carbon and covering forests, preventing soil degradation, fostering absorption of heat, and creating landscape.

The existing 1,792.23 ha of natural forest area shall be strictly protected while developing the area of ​​forest plantation for watershed protection, maintaining the land area planned for forestry purposes of 10,687.61 ha as a basis for the implementation of measures to organize and manage forests in a stable and sustainable manner, increasing the proportion of green areas to protect the environment, and combining to create scenery and aesthetics for Binh Duong city in the future. To develop green areas in industrial parks and industrial clusters, the green areas within the zones and clusters should be ensured to be accounting for at least 10% of the total area of ​​the whole industrial complex; to increase the percentage of scattered trees in urban centers; to formulate mechanisms and policies to encourage organizations and individuals to plant scattered trees in order to increase the ratio of green fields, reduce CO2 emission, contributing to environmental protection and sustainable development of Binh Duong.

Regarding the group of silvicultural solutions: Regarding the status of non-recovering forests, it is the state of natural forest which is still popular in the province and is used for protection forests and production forests. Silvicultural measures are used to improve the quality of forests and watershed protection capacities in the direction of building the standard forest structure, allocating 73% of the number of trees according to the diameter of 8-20cm, 19% for diameter of 20-40cm and 8% for diameter of over 40cm. For dipterocarpus, in addition to pruning bent trees, pests, tops and woody trees, it is necessary to plant additional indigenous species such as red or black maple and contribute to increase the proportion of native species. For the mixed plantation of large indigenous species, silvicultural measures should also be taken to improve the quality of forests and prevent and fight forest fires.

Solutions for forest and forest land management: To revise the establishment of forest owners for forest areas where currently no forest owners are available to manage forests and forest land in accordance with the provisions of law; to review all the forest land allocated to households in order to adjust the structure of the plant to ensure the right target of "protection forest" while improving the income of the household and responding to the impact of the variable climate change.

Dissemination of information of climate change status, State’s policies related to forest protection to forest owners and organizations assigned to manage forests, organizations, households and individuals that are being contracted to forests or leased forests should be ensured to improve the effectiveness of watershed protection and forest protection.
