Enhancing regional connectivity, promoting innovation

Today (June 18), provincial People's Committee held the groundbreaking ceremony for construction of two major projects: the section of Ho Chi Minh City belt road 4 passing through the province and the education and training complex by FPT Education Co., Ltd. The province also inaugurated several key traffic projects.

Strengthening regional connectivity

The first phase of the Ho Chi Minh City belt road 4 project—section from Thu Bien Bridge to Sai Gon River—runs through Tan Uyen city, Ben Cat city and North Tan Uyen district in Binh Duong province. The project aims at improving regional connectivity and maximizing the efficiency of radial expressways and national highways connecting to Long Thanh International Airport and other provinces in the Southern Key Economic Region.

The segment of the belt road 4 in Binh Duong spans approximately 47.45 km, starting at the junction connecting the road to Thu Bien Bridge in North Tan Uyen district’s Thuong Tan commune and ending near the Phu Thuan Bridge abutment in Ben Cat city’s An Tay ward. Several sections have already been completed and put into operation, including those through the expanded Vietnam - Singapore Industrial Park II – in Tan Uyen city, My Phuoc Industrial Park in Ben Cat city and the segment coinciding with the Thu Bien - Dat Cuoc road project. Implemented under the Build - Operate - Transfer (BOT) model, the project has total investment of VND 11,743 billion, funded through equity, loans and other legal sources. It is expected to be completed within 26 months from the effective date of the contract. The successful consortium includes Becamex IDC, Becamex Infrastructure Development JSC (Becamex IJC) and Deo Ca JSC.

In the phase 1 of the project the road is being constructed as a four-lane expressway with continuous emergency lanes, a roadbed width of 25.5 meters and a design speed of 100 km/h. For the 12-km section from DT742 to Thoi An Bridge, the project upgrades existing 62-meter-wide urban road segments and constructs new ones with the same specifications—four express lanes and two continuous emergency lanes. The complete plan envisions an eight-lane expressway with two emergency lanes, two parallel roads, and sidewalks (varying by location), with a roadbed width of 74.5 meters; the DT742–Thoi An Bridge section will remain 62 meters wide.

In recent years, Binh Duong has mobilized the entire political system to accelerate land clearance and compensation for the belt road 4 section within its borders. In addition to this project, other key national infrastructure projects passing through Binh Duong such as the belt road 3 of Ho Chi Minh City, the Ho Chi Minh City–Thu Dau Mot–Chon Thanh expressway, the expanded National Highway 13 are also being expedited. Once completed, these projects will enhance the transportation infrastructure of the new Ho Chi Minh City area, support urban development, create new growth spaces and drive regional economic breakthroughs in the new era.

Promoting innovation and development

The Party and the State of Vietnam have consistently emphasized that “Alongside education and training, science and technology are national priorities, engines of socio-economic development and essential for maintaining national independence and building socialism”. In line with the Politburo’s Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, digital transformation and the Government’s Resolution No. 03/NQ-CP, Binh Duong identifies science and technology as core pillars for sustainable development.

The groundbreaking of the phase 1 of the Education and Training Complex in Tan Uyen city aligns with the province’s master plan for 2021–2030, with a vision to 2050. The project includes facilities for primary to high school education, vocational training and higher education, serving approximately 4,150 students annually. It is located in Tan Uyen city’s Thai Hoa ward, covering an area of about 84,031 m², with projected total investment of VND 543.352 billion. The project is expected to be completed within seven years from the date of land handover.

Binh Duong considers developing and improving human resources as a breakthrough program in building a sustainable, smart, civilized and modern province. Human resources have become one of the key factors in the process of building Binh Duong’s innovation region. In recent years, local education and training activities have undergone significant reforms, with the “three-party collaboration” model (Government – Educational institutions – Enterprises) playing a crucial role. Universities in the province have actively integrated academic training, scientific research and practical application.

Binh Duong aims at becoming a leading industrial and innovation hub in the region. The province is actively implementing strategic projects such as eco-industrial parks and research & development (R&D) centers to enhance technological capacity and create favorable conditions for startups and innovation initiatives. Currently, the province is home to eight universities, seven colleges and dozens of vocational schools. The new complex will further contribute to the local innovation ecosystem, linking businesses and educational institutions, fostering research collaboration, applying new technologies and supporting the development of a large-scale science and technology ecosystem and the province’s sustainable development.

With the existing foundation and strategic implementation steps integrated into provincial Planning for the 2021–2030 period, with a vision to 2050, experts believe that Binh Duong will play a vital role in the development of the new Ho Chi Minh City (a merger of Binh Duong province, Ba Ria – Vung Tau province and Ho Chi Minh city). This aligns with the Party and State’s guidelines, orientations and objectives to transform the new Ho Chi Minh City into a high-tech megacity.

On this occasion, provincial People's Committee also held the inauguration ceremony for roads DT743, DT746 and DT747B. Once being put into operation, these projects will contribute to completing the province’s transport infrastructure network, facilitating convenient travel and goods transportation for residents and promoting economic development.
