The project to develop the application of population data, electronic identification and authentication to serve the National Digital Transformation for the period of 2022–2025, with a vision to 2030 (briefly called Project No. 06), sets the goal of serving interests of the national and the people, with citizens and businesses placed at the center. The implementation of Project No.06 in the province has brought many practical benefits to people and enterprises.
Streamlining administrative procedures
According to provincial Steering Committee for the Project No.06, the introduction of the electronic identification and authentication system (e-ID & authentication) has become the foundation for building a digital ecosystem in handling administrative procedures (APs), providing online public services (OPs) closely linked to digital transformation in production and business activities. It ensures that electronic information and data only need to be provided and digitized once.

In 2024, the administrative procedure resolution system of Binh Duong province provided 100% of eligible OPs in a full-process form, focusing on essential and common services; fully implemented all 53 essential OPs under the roadmap of the province and the Government; offered 2,012 APs (including 1,050 partially online services, 753 fully online services and 209 information-providing procedures); increased online records using interactive e-forms connected to national, sectoral and local databases. The province directed departments and sectors to regularly review and simplify processes while ensuring the synchronization of AP processing times between provincial AP information system and National Public Service Portal. As a result, 6,153 procedures have been configured, ensuring that 100% of eligible APs are set up on the system for processing.
Provincial Steering Committee for the Project No.06 advised provincial People’s Council on issuing the Resolution No. 01/2024/NQ-HDND dated January 31, 2024, regarding fees and charges for providing OPs in Binh Duong, including exemptions and reductions based on each sector. Citizens have benefited from fee and charge exemptions when using OPs. Regarding the use of e-ID accounts provided by the Ministry of Public Security for registration and login on the National Public Service Portal, provincial People’s Committee strictly followed the Government's direction in the Notice No. 204/TB-VPCP dated May 8, 2024; instructed the province’s former Department of Information and Communications to implement solutions to link authenticated accounts previously issued by the National Public Service Portal with VNeID accounts to ensure uninterrupted service delivery and document processing. Notably, in 2024, provincial Working Group advised People’s Committee on signing a coordination plan with the Ministry of Public Security to streamline APs following the digitization of land data in residence registration and land-related fields, thereby creating favorable conditions for citizens, saving time and costs.
Multiple utilities
In recent times, the application of the National Population Database, citizen ID cards (with embedded chips) and e-ID & authentication in socio-economic development across the province has achieved great results, delivering practical benefits to both citizens and businesses. Specifically, in the banking sector, it helps verify customer information and beneficiaries of social welfare policies accurately, preventing fraud and reducing the need to carry multiple documents when conducting transactions.
In the healthcare and social insurance (SI) sectors, 100% of medical facilities in the province use chip-based citizen ID cards in health insurance (HI) medical examination and treatment; 4.107 million out of 4.891 million lookups have been successful. Currently, the HI card is synchronized with citizen ID cards. The application of the National Population Database, citizen ID and e-ID & authentication has made it easier for citizens and businesses by saving time, reducing travel and paperwork, enabling easy monitoring of application status and simplifying data verification for policy benefits while increasing transparency.
Participants in SI and HI can easily complete APs electronically. Notably, the deployment of interconnected Ops such as joining or renewing HI, birth registration, HI issuance for children under 6 and one-time SI payments helps manage participants effectively and transparently, detecting and preventing SI, HI and unemployment insurance fraud. The application of these databases also facilitates information exchange between the SI agency and other departments, contributing to local public security maintenance and supporting the province’s overall management.
For tax registration procedures carried out directly on the National Public Service Portal, taxpayer information is digitized on the portal, ensuring accuracy and avoiding duplication as seen in manual processes. Taxpayers can easily submit their applications online without having to bring multiple documents to the tax authority, thereby saving travel time. In addition, the implementation of cashless payment solutions enables citizens to receive disbursement and make payments quickly via bank accounts, eliminating the need to go to transaction points or commune-level People’s Committee offices. This reduces travel costs, shortens the payment processing time for civil servants and ensures transparency and integrity in the disbursement process.
Nguyen Thu Cuc, Chairwoman of Thu Dau Mot city’s People’s Committee assessed that the wide application of the Project No.06 has helped citizens and businesses save both time and money during the AP handling process, especially through fee and charge exemptions for using online services. Meanwhile, Vo Van Hong, Chairman of Di An city’s People’s Committee and Head of the city’s Project No.06 Steering Committee stated that the committee has actively disseminated the project’s tasks and benefits to every residential area and household. Various communication formats have been integrated, including videos and illustrated instructions on how to activate and use the VNeID application for online filing, thereby promoting administrative reform and facilitating interconnected, transparent and convenient AP processing for citizens and organizations.
Vo Van Minh, Vice Secretary of provincial Party Committee, Chairman of provincial People’s Committee: In recent times, provincial People’s Committee has focused on directing and implementing many assigned tasks of the Project No. 06; promptly delegated responsibilities to departments and localities based on their functions; established inspection and survey teams to provide timely guidance, ensuring that all tasks are completed as scheduled.
To implement the Project No.06, provincial People’s Committee issued a Plan to Develop the Application of Population Data, e-ID & Authentication to Serve the National Digital Transformation for the 2022–2025 period, with a vision to 2030. Accordingly, the province promotes the effective implementation of the project's tasks; urges, inspects and evaluates the results of implementation in line with the Government's directions. Provincial People’s Committee has assigned departments, sectors and localities to carry out all tasks under the Project No.06 on schedule and in accordance with requirements, contributing to the National Digital Transformation process within the province.
