Following the completion of district-level public security activities, the provincial public security conducted a review and reorganization of numerous locations designated for the reception and processing of administrative procedures related to the issuance of ID cards and electronic identification accounts. Concurrently, a comprehensive announcement was made to the residents of the province regarding the implementation date, set for March 4.

According to the provincial police, the province currently has 15 sites designated for the issuance of ID cards and electronic identification accounts. The Provincial Police Department of Administrative Management of Social Order serves as the primary unit overseeing this initiative across the province, accepting documents at its headquarters located at No. 26, D8 Street, Chanh Nghia Residential Area, Thu Dau Mot City. In the five cities within the province, where there is a significant demand for administrative procedures, the provincial police have established 10 locations. The remaining four districts each have one site where the commune-level police (located in the central area of the district) receive and process documents at the district police headquarters, the District Public Administration Service Center, or directly at the commune-level police headquarters.
According to the Department of Administrative Management of Social Order of the Provincial Police, at 15 designated locations for processing administrative procedures related to the issuance of ID cards and electronic identification, the police force has successfully processed nearly 5,070 applications to date. This total includes 4,330 ID applications and over 700 electronic identification applications. Situated in the former Tan Uyen City Police Headquarters in Ward 7, Uyen Hung Ward, Tan Uyen City, the Uyen Hung Ward Police began mobilizing personnel, vehicles, and equipment early in the morning to meticulously prepare for the reception and processing of administrative procedures related to personal identification and electronic identification. The Uyen Hung Ward Police organized staff to set up tables and chairs, distribute queue numbers, and guide citizens through the procedural steps. Officers and personnel from the ward police force will directly accept documents for the issuance of identification cards and electronic identification accounts for each individual. In a discussion, Mr. Nguyen Thanh Lam, Chairman of the Uyen Hung Ward People's Committee, noted that since the beginning of March, the ward police force has undertaken numerous new responsibilities. These include the processing of administrative procedures for issuing identification cards and electronic identification, as well as registering all types of automobiles, specialized motorbikes, and motorcycles belonging to local organizations and individuals (excluding vehicles registered with the Traffic Police Department). To fulfill these requirements and responsibilities, the local Party Committee and government have instructed the ward police to collaborate in reviewing and organizing personnel, vehicles, equipment, and machinery for effective execution.
"During the initial implementation phase, the leaders of the Party Committee and People's Committee consistently monitored, visited, and supported the efforts while identifying both advantages and challenges in executing the tasks. This enabled them to advise and propose solutions to the relevant authorities for timely resolution, particularly in allocating local resources to the ward police force to effectively fulfill the requirements and responsibilities," Mr. Nguyen Thanh Lam emphasized.
Expeditious method to reconnect
In a brief period, the commune-level police in the province have proactively adapted to new responsibilities. Captain Nguyen Tuan Minh, Chief of Uyen Hung Ward Police, noted that the attention, leadership, and guidance from the Provincial Police Director, along with local Party committees and authorities, have enabled the Uyen Hung Ward Police to effectively fulfill the requirements and tasks assigned by superiors. Each officer and soldier of the ward police continues to embody and practice the ethics, lifestyle, and demeanor of a People's Police officer while managing administrative procedures related to the issuance of ID cards, electronic identification, and vehicle registration in accordance with regulations. Consequently, from March 4 to the present, the Uyen Hung Ward Police have processed over 420 ID card applications, nearly 165 electronic identification requests, registered nearly 30 cars, and more than 15 motorbikes. Furthermore, the Uyen Hung Ward Police have facilitated the distribution of notices regarding locations for receiving and processing administrative procedures for ID cards and electronic identification in Tan Uyen City at the headquarters of Tan Phuoc Khanh Ward Police (the second location), allowing residents to swiftly update their information, thereby reducing time, effort, and costs associated with administrative tasks.

In Bac Tan Uyen district, as of March 10, the police of Dat Cuoc commune had received over 160 police records (120 from permanent residents and 42 from temporary residents), with data transmitted to the Department of Administrative Management of Social Order Police reaching 100%. They also received and processed 13 records for updating electronic identification accounts. According to the reporter, the issuance points for electronic identification and identification cards at the headquarters of the Department of Administrative Management of Social Order Police of the provincial police, as well as the Phu Cuong ward police at the Thu Dau Mot City Public Administration Center, and the Phu My ward police at the Phu My ward police headquarters, are operational. Additionally, the Lai Uyen town police are collecting ID documents at the former Bau Bang district police headquarters and processing level 2 electronic identification documents, along with changes to the phone numbers associated with level 2 electronic identification accounts (for citizens residing in Lai Uyen town) at the Lai Uyen town police headquarters. This ensures order, smooth communication of data, and convenience and efficiency in serving the public. Concurrently, the provincial police and the Department of Administrative Management of Social Order have organized delegations to visit, survey, and guide the police force at these locations to promptly identify advantages, challenges, and obstacles, and to make recommendations to the competent authorities for consideration and resolution.
