In recent years, science – technology, innovation and digital transformation have become guiding principles in Binh Duong’s development journey. Under the leadership and direction of provincial Party Committee and People’s Committee, provincial Union of Science and Technology Associations has always regarded the advancement of science – technology, innovation and digital transformation as a key task, forming up a solid foundation and a golden opportunity to help build a prosperous and powerful nation in the new era, the era of national resurgence.

Rising through development

From an agricultural land, Binh Duong has taken the lead in industrialization and modernization, forming up a smart city and an innovation ecosystem centered around Binh Duong New City while closely connecting the “three pillars”: the government, academia and businesses. To date, numerous innovation startup support centers have been established across the province. Every year, Binh Duong hosts a variety of scientific events, forums and technology exhibitions, including some of global scale. In addition, the province has attracted many major research institutes, universities, renowned domestic and international scientists to invest, work and live here. Besides hosting a significant portion of Vietnam National University – Ho Chi Minh City, Binh Duong is home to 8 universities, 7 colleges and dozens of vocational schools. Notably, in terms of digital transformation and smart city development, Binh Duong is consistently recognized as a national model, effectively integrating the “three pillars” (the government, academia and businesses) along with international partners to jointly promote sustainable development.

Provincial leaders present awards at the primary school robotics innovation competition

Over the past time, provincial Union of Science and Technology Associations and its member organizations have mobilized the intellectual resources of scientists and technologists to promote and disseminate the Party’s guidelines, the State’s policies and laws on science and technology (S&T); transfer new technologies and apply scientific and technical advancements in production and daily life. Provincial Union of Science and Technology Associations has actively coordinated with provincial Department of Science and Technology to promote research, innovation, science and technology activities. Thousands of applied research topics and technology transfer projects at various levels have met the needs of the society, with many pioneering projects and studies leading the country, winning awards and being replicated nationwide.

Recently, following the Prime Minister’s directive on organizing the Vietnam Science and Technology Innovation Awards, the Union, in collaboration with provincial Department of Science and Technology, Labor Union, Youth Union and Department of Education and Training has successfully held competitions that attracted strong participation from experts, scientists and youth. Since 2010, Binh Duong has submitted 800 solutions for the competition, with 167 winning provincial awards and one receiving a national third prize. For the youth and children’s innovation contest, there have been 3,392 entries, with 570 awarded at provincial level and 5 at the national level.

In 2024, provincial Union of Science and Technology Associations, in collaboration with provincial Department of Science and Technology organized the “2024 provincial Robocon Competition”. The purpose of the competition was to promote research and exploration in the field of robotics and programming among local youth while also developing soft skills such as creativity, teamwork and presentation abilities. Previously, in 2023, the Union and the Department of Science and Technology held the “provincial Robotic and Artificial Intelligence Innovation Contest”, which attracted 156 teams, comprising of 312 students from 30 primary and secondary schools across the province.

Breakthroughs from strategic resolutions

To accelerate innovation and sustainable development, especially in effectively implementing the Politburo’s Resolution No. 57-NQ/TW and the government’s Resolution No. 03/NQ-CP on national breakthroughs in S&T, innovation and digital transformation, Binh Duong has consistently emphasized that science and technology are key pillars of its development strategy. The province sees today’s achievements as the result of the continuous efforts of all parties.

In the near future, the merger of Binh Duong, Ba Ria – Vung Tau province and Ho Chi Minh city will form up a dynamic mega-urban area, creating new development space for the entire region and the nation. However, this also presents numerous challenges, requiring breakthrough thinking and more decisive actions to promote innovation in the development model. On that journey, science and technology, innovation and digital transformation will serve as the decisive “keys” to development in the new era.

Provincial Union of Science and Technology Associations has continued playing a vital role in closely connecting scientists, businesses, research institutes, universities and the society. The Union is focusing all available resources on building a more substantive innovation ecosystem with strong regional connectivity, placing enterprises at the center while actively promoting the spirit of innovative entrepreneurship across the society. It is also accelerating applied research and technology transfer aligned with practical needs, with priority given to high-tech and core technologies aimed at creating new products and services with high added value.

In addition, provincial Union of Science and Technology Associations will take the lead in implementing comprehensive digital transformation programs, building digital government, digital economy and digital society as well as fostering a green environment and sustainable development. To effectively fulfill this role, in the coming time, provincial Union of Science and Technology Associations will propose and advise on the establishment of long-term investment mechanisms for science, technology and innovation, aiming at avoiding fragmentation and piecemeal funding. Specifically, this includes investing in science and technology tasks over 3- to 5-year research cycles and promoting mechanisms that enhance the autonomy and accountability of lead organizations and scientists…

Binh Duong has developed many new and innovative projects with strong strategic directions for the new development era such as building smart villages, implementing happiness-based education, introducing solutions for digital economy and digital society development. To date, 100% of scientific research projects, after evaluation and approval, have been applied in practice. Notably, Binh Duong has approved the BIIC project for the 2023–2025 period and has amended and expanded the Project to Support Innovative Startups through 2025. Dr. Nguyen Viet Long, Director of provincial Department of Science and Technology affirmed that despite a challenging start, Binh Duong’s science and technology sector has become a key driver of innovation, technology application and enhanced competitiveness for the province.
