In 2024 and the initial months of 2025, numerous humanitarian initiatives within the locality concentrated resources on constructing and renovating homes for impoverished households and families benefiting from government policies. Many households facing challenging circumstances have now achieved stability and improved their situations. A notable example is the family of Ms. Hoang Thi Kim Ha, a 1/4 disabled veteran, residing in Quarter 1 of My Phuoc Ward.
After many years of renting with her son, Ms. Ha had not dared to envision the possibility of owning a proper home to shield her from the elements. However, at the end of September 2024, the People's Committee of Ben Cat City considered providing her with land for construction; Hoang Duc Construction Consulting Co., Ltd. contributed 100 million VND towards the building expenses. In a remarkably short period, a house spanning over 50m3 was completed, equipped with numerous living amenities generously provided by the People's Committee of My Phuoc Ward. "The support from the local government for families in need is remarkable. Thanks to this assistance, many impoverished families like mine have been given a new lease on life," remarked Mrs. Ha.
For many years, Mrs. Chau Ngoc Hoa, a resident of Hoa Loi ward, and her two children have lived in a dilapidated house due to their impoverished circumstances. As a single mother, Ms. Hoa diligently works to provide for her children. Recently, her eldest daughter has been diagnosed with heart disease, further complicating their family life.
Through a local review, in celebration of the Lunar New Year 2025, the Hoa Loi Ward Fatherland Front Committee collaborated with the Ben Cat City Fund Mobilization Committee to provide 100 million VND to support a family in constructing a home. As a result, the mother and her three children were able to celebrate Tet in their new residence, filled with hope for the future.

Typically, through the "Morning Coffee: Engaging with Residents and Businesses" model, leaders at all levels of the city have gained insights into the thoughts and aspirations of residents, local officials, and businesses, fostering connections to enhance both the material and spiritual well-being of the community. As a result of the morning coffee initiative, many homes for low-income families have been constructed, numerous roads have been upgraded and illuminated, and hundreds of children have received financial assistance for their education.
Recently, the Fatherland Front Committees of communes and wards, including Tan Dinh, Thoi Hoa, and Hoa Loi, have collaborated with local neighborhoods to establish zero-dong breakfast programs, resulting in the distribution of thousands of breakfasts to workers prior to their shifts at companies and factories. In addition, these communes and wards have consistently engaged businesses and philanthropists to organize zero-dong markets. Each market generates between 50 and 150 million VND, providing ongoing support in the form of essential goods, rice, and cash to impoverished households and workers facing challenging circumstances.
Simultaneously, organizations and unions at all levels within the city, including the Women's Union, Veterans' Association, Red Cross, and Youth Union, have collaborated to undertake numerous impactful projects and initiatives. These efforts include mobilizing the construction and illumination of rural transportation routes, establishing a revolving fund to assist members in economic development, initiating piggy bank campaigns to support impoverished households, fostering emulation movements, and effectively embodying the principles of "Mutual love and affection" and "Repaying gratitude" throughout the city.
Mrs. Tran Thi Thao, Vice Chairwoman of the Ben Cat City People's Committee, stated that effective and impactful programs and models designed to assist impoverished households and disadvantaged workers will be recognized and replicated. The community continues to encourage individuals and businesses to collaborate in implementing these significant initiatives.

Phase 2: Following June 30, initiate the removal of temporary and deteriorating housing for individuals lacking homes or land.
