Ministry of Industry and Trade issues Circular on industrial explosives

The Ministry of Industry and Trade has issued some Circulars regulating National Technical Regulations on the safety of industrial explosive products, including:    

1. Circular 26/2023/TT-BCT dated December 21, 2023, on National Technical Regulations on the safety of industrial explosive products - safe differential electric detonators. The standard is denoted: QCVN 12-14:2023/BCT, with HS code 3603.60.00.

2. Circular 27/2023/TT-BCT dated December 21, 2023 on National Technical Regulations on safety of industrial explosive materials products - explosive signal conductors issued by the Minister of Industry and Trade. The standard is denoted: QCVN 12 - 15:2023/BCT. Abolish Circular No. 15/2012/TT-BCT dated June 12, 2012, with HS code 3603.50.00.

3. Circular 28/2023/TT-BCT dated December 21, 2023 on National Technical Regulations on safety of industrial explosive materials - boundary-forming emulsion explosives for opencast and underground mines, underground works without explosive gases. The standard is denoted: QCVN 12-16:2023/BCT, with HS code 3602.00.00.

4. Circular 29/2023/TT-BCT dated December 21, 2023 on National Technical Regulations on safety of industrial explosive products - safe differential electric detonators. The standard is denoted: QCVN 12-17:2023/BCT, with HS code 3602.00.00.

5. Circular No. 30/2023/TT-BCT dated December 21, 2023 on national technical regulations on safety of industrial explosive materials - PENTRIT explosives. The standard is denoted: QCVN 12-18:2023/BCT, with HS code 3602.00.00.

6. Circular 31/2023/TT-BCT dated December 21, 2023 on national technical regulations on safety of industrial explosive materials - electronic detonators. The standard is denoted: QCVN 12-1912023/BCT, with HS code 3603.40.00.

7. Circular 32/2023/TT-BCT dated December 21, 2023 on National Technical Regulations on safety of industrial explosive products - non-electric differential down-hole detonators. The standard is denoted: QCVN 12-20:2023/BCT, with HS code 3603.40.00. Abolish Circular No. 16/2012/TT-BCT dated June 12, 2012

8. Circular 33/2023/TT-BCT dated December 21, 2023 on National Technical Regulations on safety of industrial explosive products - surface non-electric differential detonators for opencast, underground mines, underground works do not have explosive gases and dust. The standard is denoted: QCVN 12-21:2023/BCT, with HS code 3603.40.00.

9. Circular 34/2023/TT-BCT dated December 21, 2023 on National Technical Regulations on safety of industrial explosive products - non-electric differential detonators for underground mines/tunnels without gas explosive dust. The standard is denoted: QCVN 12-22:2023/BCT, with HS code 3603.40.00.

The nine above Circular takes effect from January 7, 2024.

In addition, the Ministry of Industry and Trade also issued Circular No. 41/2023/TT-BCT dated December 28, 2023 on the list of potentially unsafe products and goods under the management of the Ministry of Industry and Trade. 

Accordingly, this Circular stipulates the list of potentially unsafe products and goods under the management of the Ministry of Industry and Trade (hereinafter referred to as group-two products and goods) and details of the list of group-two products and goods, including explosive precursors and industrial explosives. The circular will come into effect on February 15, 2024, and will apply to both organizations and individuals involved in production and trading, as well as organizations responsible for assessing the conformity of products and goods belonging to group-two products and goods specified in this Circular. 

Circular No. 41/2015/TT-BCT, Circular No. 29/2016/TT-BCT, and Circular No. 33/2017/TT-BCT will no longer be effective as of the date Circular No. 41/2023/TT-BCT comes into effect.
