The Government has issued Decree 75/2021/ND-CP stipulating the level of allowances and preferential regimes for people with meritorious services to the revolution.
The Decree clearly states that the standard level of preferential allowance for people with meritorious services to the revolution is VND 1,624,000 (the standard level). Accordingly, the monthly preferential allowance for heroic Vietnamese mothers is VND 4.872 million; Heroes of People's Armed Forces; Hero of labor in the resistance war is 1.361 million VND; revolutionary activists from Jan 1st 1945 to the August uprising, is VND 1.679 million VND; revolutionary or resistance activists who were imprisoned or exiled by the enemy is VND 974,000 VND.
In addition to the level of allowances, the decree also specifies the preferential regimes for people with meritorious services to the revolution, including: Health insurance; health rehabilitation nursing; assistive devices, orthopedic tools, means and equipment for necessary rehabilitation; educational incentives at educational institutions belonging to the national education system up to university level; visit martyrs' graves; support the movement of martyrs' remains; supporting the works of martyrs' graves, martyrs' recognition; identification of martyrs' remains; and other incentives.
In particular, regarding health rehabilitation, the decree stipulates: home health rehabilitation costs are equal to 0.9 times the standard rate / person / time and are paid directly to beneficiaries. Concentrated health rehabilitation receives an allowance of 1.8 times the standard rate/person/time.
Regarding educational incentives at educational institutions belonging to the national education system up to university level, the decree stipulates the level of subsidy for attending preschools: 0.2 times the standard rate/person/year. The level of subsidy for attending general schools, continuing education centers, university preparatory schools, gifted schools, and schools for the disabled: 0.4 times the standard rate/person/year. The level of allowance for studying at boarding schools for ethnic minorities, vocational training schools, and higher education establishments: 0.4 times the standard level/person/year.
Regarding support for visiting martyrs' graves, the decree stipulates allowance for travel and meal of martyrs' family (maximum 3 persons) or martyrs worshipers once a year when visiting a martyr.
