Ministry of Agriculture and Rural Development (MARD) just issued Decision 4324 on enhancing balanced, saving, and effective production and use of organic fertilizers in 2022-2025. The Decision focuses on elevating circulated fertilizers by 25% of total fertilizer products. Not only is industrial production scale promoted, the household production is also chosen on the basis of making use of abundant additive products available in cultivation, husbandry, seafood rearing and processing, and daily discards.
Decision 4324 sets out 7 specific goals of increasing the rate of organic fertilizer products allowed to be circulated to 25% of the total number of fertilizer products, increasing fertilizer production capacity of qualified production facilities by 1.25 times to be 5 million tons a year, increasing the amount of organic fertilizers used in agricultural production by 1.5 times compared to 2020, and basically perfecting standards of test methods for fertilizer quality criteria.
In addition, the capacity of the system of laboratories and organizations certifying the conformity of fertilizers is consolidated and improved, striving to build a testing laboratory capable of serving the state management of fertilizer quality control. A model of economical, balanced and effective organic fertilizers on 9 key national crop groups in the agricultural restructuring plan for 2021-2025.
Accordingly, the MARD focuses on developing specific policies to encourage and support the development of production and use of organic fertilizers, using fertilizers sparingly in a balanced and effective manner like supporting technical transfer programs, guiding the use of organic fertilizers, arranging annual agricultural extension funds to develop models of using organic fertilizers, using fertilizers sparingly and effectively.
Relevant ministries and branches are proposed to develop and issue a legal basis for verification testing laboratories. In addition, solutions on science and technology are synchronously deployed; models of using using fertilizers sparingly in a balanced and effective manner; public-private partnership and link building; international cooperation; inspection and examination, especially the work of information and propaganda.
