A rapid growth of economy
Carrying out the Resolution, the provincial party committee builds the action plan No.67/CTHĐ-TU dated May 21 2008 with measures of planning, developing industrial parks, linking with other provinces and cities in the Southern key economic zone, implementing policies of social welfare and environmental protection, among others. After 5 years of carrying out the Resolution, Binh Duong provincial authority has gradually perfected the socialist oriented market economy mechanism with encouraging results.
Aside from results of economic growth, the local administration well implements social welfare policies, contributing to ensure goal of sustainable development. Local people's life is improved in both material and spiritual with the annual income of VND52.7mil per capita in the past year. The development helps reduce poverty, place jobs and improve quality of education and training and healthcare. At present, the locality no longer poor households in line with the central line.
According to the provincial People's Committee, in the period of 2008-2013, the local authority maintained and reached an average economic growth level of 13% and won 61.3%, 35.3% and 3.4% in the structure of industry-service-agriculture, respectively.
In terms of economic development, the locality focuses on developing industry in attachment to urban service, hi-tech industry development and environmental protection. As a result, the local industrial production value rises 15.2% per year. In the first half of this year alone, the local industrial production value increased 12.5% compared with the same period last year and got VND81,882bil. As for service, the locality focuses on investing and developing high quality service in combination with breakthrough service fields such as telecom, finance, banking, trade, logistics, real estate and so on in a bid to increase 18.5% in service value, 4.6% in agricultural production value, 22% in the State budget collection.
For developing investment, the locality concentrates on investing synchronously and modernly in urban centers, industrial parks and key economic zones. This creates many advantages and contributes to lure local and foreign investment projects effectively. From 2008 to 2013 the locality attracted more thanVND78tril from local enterprises, totaling the total local investment capital up to more than VND121,700bil while local foreign investment attraction got nearly US$8.8bil, lifting the total FDI capital up to about US$20bil with more than 2,270 projects.
Building industrial parks, paying much attention to laborers
So as to develop rapidly and sustainably, the locality has over the past years focused on building and perfecting planning projects in conformity with every period. They include overall planning on socio-economy, sectoral planning, among others. The locality's breakthrough success includes strong and effective development of industrial parks and integrated new urban areas. Therefore, the entire province has thus far had 28 industrial parks covering an area of 9,073ha and 8 industrial compounds with the total area of 600ha. Notably, the local administration sets up the industry-service-urban park with the total area of 4,196ha, 1,000 ha of which are for new urban areas.
According to the provincial People's Committee, the instruction of developing industrial parks is the right way, creating premise and advantage for implementing industrialization, modernization and urbanization, spurring structural transfer and sustainable economic development. Through planning and developing industrial parks, the locality on average enjoys more VND15,678bil in local investment capital and US$1.75bil in FDI capital, helping develop local socio-economy.
The local development of industry helps skyrocket workforce and attract about 45,000 new workers, 80% of whom are from other provinces. The entire province has thus far had 1.1 million laborers. In order to stabilize workforce for local development, Binh Duong provincial administration always implements well social welfare policies for laborers. Specifically, the locality launches projects of social housing building for workers as well as focuses on building social works in industrial parks. The province has attracted 50 social housing projects. In the past year alone, there were 9 projects of social housing under completion with the total floor area of 297,000sqm, meeting accommodation for 17,087 people. In addition, the local administration mobilized 225 enterprises to build social houses for laborers with the total area of 270,000sqm, satisfying accommodation for about 60,000 workers.
Moreover, 1.8 million square meters of lodging houses were built by organizations and individuals. In the other hand, the local authority invested in developing medical network, schools and cultural facilities to meet workers' demand on healthcare, learning and recreation.
Effectively continuing resolutions
At the working session with the local leaders in the past second quarter of this year, Vuong Dinh Hue highly appreciated the 5-year implementation results of the 10th central party committee's resolution and noted that Binh Duong showed well its role in State management on the socialism oriented market economy mechanism.
Honoring and stressing the province's motivation and creation on applying policies of investment attraction, budget collection, mobilization of sources, development of industrial parks and so on, Mr.Vuong Dinh Hue said that many contents of the resolution remain its value, helping Binh Duong get breakthroughs of economic development over the past years. From this reality, the local administration should promote the done results to effectively implement the resolution in the coming time.
