In recent years, the drainage, flood control has been concerned by Binh Duong province. Many drainage projects have been launched and accelerated to meet daily and production activities’ demands of people and businesses in the province.
Being not synchronous
Currently, the urbanization process in the province is happening quickly, thus the land surface is strongly affected by this process. Accordingly, a significant proportion of agricultural land, forest land of the province has been converted to urban construction land; the construction of urban, residential areas, industrial parks, and the mineral exploitation catering for the construction industry ... have been creating a huge change to the natural terrain.

Chom Sao - Suoi Don drainage project is executed
Binh Duong province is adjacent to Dau Tieng Reservoir Saigon River, and Dong Nai River. This is the level-1 source system, which is capable of receiving rainwater from areas in the province. The level-1 river system receives, directly or indirectly, rainwater from many areas through level-2, level-3 river systems, like: Thi Tinh River, Be River, Cai stream, Ong Tap ditches…
Mr. Nguyen Thanh Tai, Director of provincial Department of Construction, said the surface water drainage of Binh Duong was installed in urban areas, mainly in key areas, such as TDM City, Thuan an Town, Di An Town… However, these systems were not calculated for the entire system for a large basin, were built locally for each small project, causing inundations in some areas during heavy rains. Some culvert systems were built based on transport projects instead of the overall planning, leading to inappropriate sizes and depth of culverts; thus cannot collect rainwater from sub-basins. Some new urban areas were invested with a complete infrastructure, but its drainage system has been built not according to the planning, thus local inundation still occurs. Industrial clusters have complete inner-drainage systems. However, drainage systems beyond industrial parks have not been adequately invested…
To soon complete urgent projects
According to Department of Construction, the province now has 92 flooded urban areas and 36 flooded rural areas. Some areas are usually heavily flooded, like: Cong T-junction (Thich Quang Duc Street), Bung Cai bridge (Pham Ngu Lao Street), 30-4 Street… in TDM City; laLai Thieu, Binh Nham, Vinh Phu, An Thanh ward in Thuan An Town… Besides, many new urban areas in Di An, Thuan An, Ben Cat… have serious flooding whenever heavy rains happen.
Flooded roads concentrate mainly in projects without downstream drainage system. Besides, due to the high level of urbanization, the ground leveling and flow encroachment at lakes, rivers, canals have affected traffic safety, caused environmental pollution, erosion…
According to Mr. Nguyen Chi Duc, Deputy Director of provincial Construction Project Management Board, to tackle floods in rainy season at residential areas along DT741 road, the province has invested in drainage systems at these areas; these projects have completed. Mr. Le Canh Dan, Deputy Director of Department Agriculture and Rural Development, which is the investor of Chom Sao – Suoi Don drainage project, said, packages of 1-2b, 1-7 of the project were under construction, the package 1-8 was going to be executed and expected to complete in 2016. Packages of 1-2A, 1-3, 1-4, 1-5 are completed and put into use...
Currently, competent authorities in the province are establishing the connection between waste water and the concentrated drainage system; particularly, each household has septic tanks for wastewater treatment. Accordingly, wastewater is collected for handling in septic tanks then discharged into the common drainage system. Industrial waste water will be handled directly at factories to ensure treated wastewater to meet A-class before being discharged into the environment…
