Part 5: Binh Duong province to perform well planning adjustments
Implementing the Binh Duong province IPs planning adjustment till 2020 and facilitating the successful implementation of the IPs development planning, the province put forward many important solutions to planning and planning execution, IP infrastructure investment, environmental protection mechanisms… in order to accomplish the basic goal of becoming an industrial province, a city directly under the Central by 2020.

Focusing on IP infrastructure investment
To implement the Binh Duong province IPs planning adjustment till 2020 according to the Prime Minister’s approval, Binh Duong will carry out IPs planning in accordance with provincial socio-economic development planning tied to sectorial planning and regional planning. In addition, in the future, Binh Duong will boost investment attraction and efficiency; attract major infrastructure constructing corporations with high financial resources and high technologies to invest in provincial IP infrastructure, especially IPs in the northern area. The province also focuses on main industries, products in accordance with local actual situation and environmental protection; attracts investments in industries with high added values and high technologies, develops clean industries to add value to products and ensure environmental protection. Binh Duong will cultivate high-quality human resource, improve worker’s life, consolidate harmonious labor relations, and environmental protection.
Besides, the province will study and develop highly specialized IP models; pilot accommodation construction for workers, specialists working in service areas inside IPs to facilitate IP operations, when urban zones have not been constructed.
According to Nguyen Thanh Truc, Director of Department of Planning and Investment, Binh Duong plans for the synchronous construction of infrastructure within and outside IPs; simultaneously synchronously constructs inter-regional traffic works to ensure the linkage between Ho Chi Minh City, Dong Nai, Binh Duong ..., combines new residential area, satellite town development planning, forms auxiliary industries, services, social infrastructure system serving workers and residents, such as: housing, schools, hospitals, recreation zones… In addition, the province will speed up investment promotion activities in one focal point with the participation of departments, sectors; invest in key industries, sectors…
Developing various services
In the coming time, Binh Duong will boost services to serve the needs of workers and residents, especially those households were relocated; develop cultural – social institutions, like: sports centers, cultural houses, schools, hospitals... In addition, the province will continue to better vocational school system that will be linked with IPs, enterprises; enhance universities and colleges to provide qualified labors to IPs, give training under enterprise’s orders…
Furthermore, Binh Duong will build up strong links between businesses IPs and universities, vocational schools in the province and the southern key economic zone to cultivate a human resource meeting enterprise’s requirements. Every year, local authorities will make suggestions to training facilities to give training based on enterprise’s needs, offer preferential mechanisms, employment opportunities, and prioritize labors in land clearance areas; fortify the relationship between state management agencies, businesses and schools to organize training courses at schools and companies; establish vocational training centers at high-tech zones, IPs…
Regarding environmental protection, this is a big issue prioritized by Binh Duong while selecting investors. Implementing the Binh Duong province IPs planning adjustment till 2020, the province set up solutions to the protection and supervision of the environment in IPs from the planning stage, infrastructure construction, project implementation to completing the construction… Accordingly, IP infrastructure projects must submit an approved environmental impact report; define accountabilities of parties in formulating, evaluating the environmental impact report, inspecting, monitoring, handling environmental issues in IPs…
These above solutions will advantages for Binh Duong province to effectively implement the Binh Duong province IPs planning adjustment till 2020, and conditions for the province to successfully implement IP development planning in the coming time.
Tran Van Nam, Member of Party Central Committee, Secretary of provincial Party Committee, said in the coming time, Binh Duong will continue to the development of industrial zones as planed; gradually increase high-tech level in industrial products, the province’s competitiveness on domestic and foreign markets; switch purposes of IPs, enterprises in residential areas in southern urban of the province; limit investments in areas outside IPs. The province will perform comprehensively tasks and solutions to remove difficulties to improve the investment environment, promote production, heighten the competitiveness of the province; realize necessary activities to attract investment after the Trans-Pacific Partnership (TPP) takes effect. The province will also intensify measures to ensure the effectiveness of land management; enhance propaganda to raise awareness and sense of responsibility of officials, citizens and businesses, and strictly handle violations of environmental laws; maintain and promote economic diplomatic relations to facilitate investment attraction, business expansion in the province... |
