Adjusting to reduce capital for 8 projects while increasing capital for 36 projects in 2025

On the afternoon of February 13, Vo Van Minh, Vice Secretary of provincial Party Committee and Chairman of provincial People's Committee chaired the 83rd meeting of provincial People's Committee. The session was attended by Nguyen Truong Nhat Phuong, Vice Chairwoman of provincial People's Council, along with leaders from various departments, agencies and district/city-level People's Committees.

At the meeting, delegates listened to presentations from various departments on 23 key topics, including the Draft Policy on Land Lease Exemptions for projects using land for production and business activities in priority investment sectors or in designated investment incentive areas within the province. Additionally, the session covered a report on funding for extra teaching and learning in schools, in accordance with the Circular No. 29/2024/TT-BGDĐT issued by the Ministry of Education and Training.

According to provincial Department of Education and Training, the Circular No.29 stipulates that extra classes and fee collection are not allowed in schools. However, in order to ensure the quality of education in the province, it is necessary to maintain two additional periods per week for each subject. To support underperforming students, students preparing for the high school entrance exam and those reviewing for the national high school graduation exam, an estimated VND 40 billion in funding will be required in 2025. The session also mentioned the draft resolution to adjust the medium-term public investment plan for the period of 2021-2025; the draft adjustment to the 2025 public investment plan that will reduce capital for 8 projects with a total capital reduction of nearly VND 552 billion. Adjusted additional capital for 36 projects with total capital of nearly VND 552 billion, of which 26 new projects were added with total capital of more than VND 423 billion and adjusted to increase capital for 10 projects with a total capital increase of nearly VND 129 billion...

Speaking at the meeting, Mr. Minh largely agreed with the presented reports and proposals. Regarding the implementation of the Circular No.29 from the Ministry of Education and Training, the province will allocate State budget funds to maintain teaching quality and instructed departments to follow the circular's guidelines to properly regulate extra classes for students in need. For projects requiring investment scale adjustments, he emphasized the need for optimized solutions to ensure smooth traffic flow, cost efficiency and proper disbursement of public investment funds in 2025. Regarding the Draft Policy on Land Lease Exemptions, priority should be given to high-quality healthcare and education projects…
