Mai Hung Dung, Member of Provincial Party Standing Committee, Permanent Vice Chairman of Provincial People's Committee, chaired a meeting to approve Department of Agriculture and Rural Development's report on the draft Program of each commune to have one province-level product in period 2018-2020, orientation towards 2025; The pilot project "Smart village" in Bach Dang commune (Tan Uyen Town) aims to build a new smart rural commune in period 2021-2025; The adjustment project of An Thai agricultural hi-tech application park (Phu Giao district). These projects are to build and sustainably develop agriculture - rural construction in the province.

To implement Decision No. 490/QD-TTg dated 7 May 2018 of the Prime Minister on approving the Program of one commune one product (OCOP) for the period 2018-2020, provincial branch office of Rural Development in collaboration with sub-institute of Agricultural Planning and Projection conducted a survey, evaluation, and data collection to draw up a draft OCOP Project for 53 units, communes, wards and towns that proposed potential products and subjects eligible for participation in OCOP program. The result listed 4 potential products of 4 stars, 30 ones of 3 stars, 75 ones of 1 - 2 stars. Services and service products included 54 types of products with 109 subjects proposed, divided into 5 product groups: Food group, beverage, medicinal, souvenir, furniture, decoration and rural tourism service, sales.
This is an action program with the goal to develop production and business organization forms to produce traditional products and services that have the advantage of meeting standards and being able to compete on the domestic and international markets, contributing to rural economic development; contributing to economic restructuring, improving income and living standards of people, and effectively implementing the national criteria of economy and production organization for new rural communes. Accordingly, the OCOP Scheme put forward a target for period 2018-2020, namely building a management system, synchronous implementation of OCOP program from province to districts and communes. Promulgate and apply synchronous mechanisms and policies to effectively implement the OCOP Program throughout the province. In 2020, at least 30 products will be evaluated, rated at 3 stars or more, and certified as province-level OCOP products. The Binh Duong OCOP product development cycle takes 6 steps to ensure the principle of "people know, people discuss, people do, and people benefit".
At this meeting, participants contributed ideas to the draft OCOP Program, suggested options, solutions as well as how to organize the implementation in each locality, especially the communication to raise people's awareness of the purpose and importance of this program. To build up management system for OCOP Program on scientific and technological application, protection of intellectual property rights, building of a system of consultancy and partners to support program implementation and resource gathering, calling for investment and performance.
To improve people's lives
The implementation of projects is to create a good living environment for countryside people, create smart, green, clean and healthy Binh Duong rural areas tied to sustainable development. In the future, the performance of smart new rural communes is a global trend and is consistent with new programs of the World Intelligent Community Forum (ICF). The pilot project "Smart village" in Bach Dang commune aims to build a new smart rural commune in period 2021-2025 with the common goal of building a smart village, creating a place where gathers many initiatives on current issues and needs in the community such as technology, agriculture, community cohesion, employment, health, education, energy, waste disposal, worth-living areas, environmental protection, green, clean... The pilot construction of "Smart Village" in Bach Dang commune is based on criteria set of new model rural commune, model residential area, model garden issued at Decision No. 3499/QD-UBND dated 27 Nov 2019 of Provincial People's Committee, linking technological achievements with new rural construction to highlight 5 groups of central issues: Infrastructure, production, state management, community participation and information communication.
It can be said that when the pilot project "Smart Village" is approved and implemented, in the future, this will be a worth- living place that is environmentally friendly, favorable for hi-tech agricultural development, ecotourism, becoming a green symbol of Binh Duong. The orientation of concepts and approach methods of "Smart Village" for Bach Dang commune forms a foundation towards a new smart rural commune in the future, in order to ensure the new rural construction to be tied to industrial urban development and turns towards sustainable development.
Also at this conference, administrative departments and branches also gave their opinions to adjust An Thai agricultural hi-tech application park invested by U&I Agricultural Joint Stock Company. Accordingly, the adjustment content is the reallocation of functional subdivisions, the formation of subdivisions and the adjustment of production objects. However, Provincial People's Committee recommended Department of Agriculture and Rural Development to work with U&I Agricultural Joint Stock Company, send a document to Ministry of Agriculture and Rural Development for advice on this adjustment.
Speaking at the conference, Mr. Dung agreed with the draft OCOP project and the pilot project "Smart village" in Bach Dang commune. These 2 projects will be executed after being approved in the near future. However, he also recommended focusing on propagation in order for people to know and participate in the OCOP program, prioritizing investment in key products, strengths of each region, improving product value and income of people. As for the pilot project "Smart village", the focus is to apply information technology in production and business activities, with the aim to bring high economic efficiency; the ultimate purpose of this project is to improve living standards of people in rural areas.
