Yesterday morning (June 6), at the construction site of the Binh Goi Bridge in Binh Duong province, Deputy Prime Minister Mai Van Chinh conducted an inspection and received a progress report on the Ho Chi Minh City Vanh Dai 3 project. Accompanying the delegation from Binh Duong was Mr. Nguyen Van Loc, Standing Member of the Provincial Party Committee and Chairman of Binh Duong provincial People's Council.

Resolved to finish on time
According to the report from the provincial Traffic Construction Investment Project Management Board, the process of receiving and transferring the site for the execution of the bidding packages for the Ho Chi Minh City Vanh Dai 3 project through the province has reached completion at 100%. The relocation of technical infrastructure is scheduled to be finalized by June 2025. Currently, the implementation progress of the five component projects stands at 37.5% of the contract volume. Specifically, the XL1 bidding package for the construction of the Tan Van intersection has achieved 18.26%; the XL2 bidding package for the construction of the Binh Chuan intersection has reached 42.94%; the XL3 bidding package from Binh Chuan to the Saigon River has attained 34.67%; and the XL4 bidding package for the construction of the Binh Goi bridge has progressed to 71.13%. At this juncture, the projects are on track to meet the established timeline, with plans to finalize and complete the bidding package by 2025.

Mr. Tran Hung Viet, Director of the Provincial Traffic Construction Investment Project Management Board, stated that to ensure the timely completion of the project in accordance with the established milestones, the management board will enhance the mobilization of materials, expand construction sites, increase work shifts, and redistribute the workload among consortium members. Component 5 currently employs 658 engineers and workers, utilizes 327 pieces of equipment of various types, and operates across 43 construction sites. At the construction site, the construction units are accelerating progress, increasing shifts, and are resolutely committed to adhering to the project plan.
Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Construction Investment Project Management Board, stated that in accordance with the Prime Minister's directive, the Ho Chi Minh City Vanh Dai 3 project aims to complete 3,000 kilometers of roadway by 2025. Currently, investors and contractors are diligently accelerating progress. In Long An province, 67.5% of the work has been completed, while Ho Chi Minh City has reached 41%, Binh Duong has achieved 37.5%, and Dong Nai has attained 36%.
Ensure the sourcing of materials for the project
Concerning the source of construction materials for the project, Mr. Tran Hung Viet indicated that the total demand for sand for the roadbed in project component 5, which traverses Binh Duong province, is 0.7 million m³. As of June 2, 2025, the total volume of sand delivered to the construction site amounts to 0.31 million m³, comprising domestic commercial sand and sand imported from Cambodia. In 2025, the sand required for the roadbed will continue to be sourced from the designated mines, including the Binh Hoa Phuoc 2 mine, Chanh An mine (Vinh Long), Vam Cai Thia mine (Tien Giang), and additional sand imported from Cambodia.

Concerning roadbed soil, the total requirement for component project 5 in Binh Duong province is 0.816 million m³. Currently, 0.154 million m³ of soil has been delivered to the project, and 0.208 million m³ has been contracted for supply from operational mines and surplus soil from construction projects within Binh Duong province. The remaining soil volume will be sourced from fill soil, initially from the location proposed for licensing of group IV mineral mines by Truong Son Construction Corporation (proposed site in Tan Dinh commune, Bac Tan Uyen district). Once the Thuong Tan VII stone mine and Tam Lap 2 stone mine in area B are deemed operational, the fill soil will be sourced from these two mines. Regarding basic construction stone materials, Binh Duong province meets the demand; relevant departments have assessed the needs, proposed mining allocations, and recommended that the Provincial People's Committee distribute construction stone to each contractor and mine.
According to Mr. Luong Minh Phuc, concerning the materials for the Ho Chi Minh City Vanh Dai 3 project, under the robust guidance of the Prime Minister, Deputy Prime Ministers, and the leadership of Vinh Long, Tien Giang, and Ben Tre provinces, 10 out of 14 mines have been licensed for exploitation to date. The Ho Chi Minh City Construction Investment Project Management Board is currently striving to coordinate the execution of related phases, aiming to ensure that by this June, all 14 mines will be operational, thereby securing a supply of approximately 4 million m³ from now until 2026, sufficient for the bidding packages of the Ho Chi Minh City Vanh Dai 3 project.
Mr. Luong Minh Phuc stated that the activation of 14 mines, coupled with the exploration of additional sand sources from the domestic market and imports from Cambodia, will fundamentally address the sand issue. This strategy will also secure approximately 3 million m³ of rock from the provinces of Binh Duong and Dong Nai. The overarching objective is to establish technical traffic by December 31, 2025, to operationalize certain segments of Ho Chi Minh City Vanh Dai 3, with a formal opening to traffic anticipated by June 30, 2026, thereby facilitating public transit and effectively advancing the project's investment objectives.
Addressing the inspection, Deputy Prime Minister Mai Van Chinh commended the efforts and determination to expedite the progress in the localities traversed by the Ho Chi Minh City Vanh Dai 3 project. He underscored that Ho Chi Minh City, along with Binh Duong, Long An, and Dong Nai provinces, has effectively understood and implemented the Prime Minister's directives. The Deputy Prime Minister further urged local authorities, investors, and construction teams to adopt a more decisive and urgent approach to accelerate construction progress, ensuring the project's quality, efficiency, and safety throughout the construction process. He emphasized the goal of substantially completing and opening the entire Ho Chi Minh City Vanh Dai 3 for traffic in 2025. |
