Numerous challenges
With the market's expansion, the output of Vietnam's export goods has surged significantly in recent times. Alongside the benefit of rising export revenue, the frequency of trade defense investigations targeting Vietnam's export goods has also escalated. Data from the authorities indicate that by the end of October 2024, Vietnam's export goods encountered 267 trade defense investigations from 25 export markets.

Mrs. Tran Do Quyen, Deputy Director of the Department of Trade Defense at the Ministry of Industry and Trade, stated that the industrial parks in Binh Duong have attracted billions of USD in foreign investment and have significantly contributed to the region's development. Furthermore, the comprehensive and modern construction of transportation infrastructure, coupled with a rapidly evolving logistics system, has established favorable conditions for enterprises to engage in production and commerce. Additionally, the close collaboration between regulatory agencies and businesses within the province has fostered a dynamic economic ecosystem that is deeply integrated into the international market. However, as Vietnam continues to integrate more profoundly with the global economy, the wood, steel, and textile industries—sectors vital for export and job creation in Binh Duong—are encountering numerous challenges, including the potential for investigations and the imposition of trade defense measures by foreign nations.
Mrs. Tran Do Quyen, Deputy Director of the Department of Trade Defense at the Ministry of Industry and Trade, stated that countries are increasingly tightening regulations and imposing more rigorous measures during the investigation process and the application of trade defense mechanisms. Currently, Vietnam's export goods, particularly those from Binh Duong, are undergoing meticulous scrutiny by importing markets. Furthermore, the range of subjects subjected to trade defense measures is expanding in both quantity and scale. Previously, these measures were primarily applied to goods with significant export turnover and a limited number of traditional products; however, they now encompass a wide array of items, including agricultural and aquatic products, as well as processed and manufactured industrial goods, regardless of their relatively small export turnover value. |
Steel is a product that the European Union (EU) prioritizes for protection. The EU has implemented a global self-defense tariff quota of 25%. At the end of July 2024, the Department of Trade Defense within the Ministry of Industry and Trade announced that the EU had received a request for an anti-dumping investigation concerning hot rolled coil (HRC) steel originating from Vietnam. Furthermore, the furniture, bicycle, and spare parts sectors of the Ministry of Industry and Trade have received numerous requests from the EU to clarify the origin of certain shipments, while also warning that this category of products entering the EU is inflicting harm on businesses within the bloc.
To enhance early warning capabilities
Mrs. Phan Thi Khanh Duyen, Deputy Director of the Department of Industry and Trade, asserts that in the present context, enhancing early warning capabilities and proactively addressing trade defense cases is of utmost urgency. The early warning system for trade defense, sanctioned by the Prime Minister under Decision No. 316/QD-TTg, serves as an effective support mechanism to assist businesses in bolstering their capacity for self-protection in the international market.
“At the workshop focused on the introduction and guidance for utilizing information and data from the early warning system in trade defense for wood, steel, and textile enterprises in Binh Duong province, held at the end of April 2025, experts from the Department of Trade Defense of the Ministry of Industry and Trade shared insights with Binh Duong enterprises regarding the trade defense measures implemented by various countries. They also conducted a practical examination of trade defense cases involving wood, steel, and textile products exported from Vietnam. Based on this information, experts provided guidance to enterprises on leveraging the early warning system's information and data to mitigate risks associated with trade defense lawsuits. This information is essential for steel, wood, and textile enterprises in Binh Duong to proactively identify risks and implement timely and appropriate response measures,” stated Mrs. Phan Thi Khanh Duyen.
Mr. Tran Dinh Huy, General Director of Bac Trung Nam Ban Viet Company Limited (Thu Dau Mot City), stated that the workshop aimed at introducing and guiding the utilization of information and data from the early warning system in trade defense for wood, steel, and textile enterprises in Binh Duong province presents an opportunity for businesses to familiarize themselves with modern support tools. This initiative enables them to proactively and effectively address trade defense measures imposed by other countries, thereby minimizing risks and losses in exports. The updating of regulations and policies, along with addressing inquiries from enterprises during the application and response process to trade defense measures, enhances their capacity to manage trade defense cases while improving their understanding and self-protection capabilities in the current manufacturing and exporting landscape.
