In line with the implementation of Resolution No. 57-NQ/TW dated December 22, 2024, from the Politburo concerning breakthroughs in science, technology, innovation, and national digital transformation, Binh Duong Province is advancing its planning for the period from 2021 to 2030, with a vision extending to 2050. As part of this initiative, Binh Duong is promoting applied research, innovation, and the development of the semiconductor technology industry.

Support business innovation
One of the tasks and solutions of the Provincial Party Committee to develop a plan to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo is to encourage and support enterprises to carry out digital transformation and automation to change production and business models; attract and train high-quality human resources for new-generation industries; encourage and invite investors in fields of science and technology, innovation, electricity, electronics, semiconductor chips, and artificial intelligence.
As identifying science and technology and innovation as an inevitable trend, Binh Duong allocates 3% of total budget expenditure for science and technology; at the same time, it issues preferential policies to support enterprises in digital transformation and automation, attracting high-quality human resources for the fields of artificial intelligence, semiconductor technology, electronics industry; prioritizes land funds and financial resources for innovative startups, innovation centers and new-generation technology. Currently, Binh Duong is taking steps to build a centralized information technology center with an area of 220 hectares in Binh Duong New City and other science and technology industrial parks. With the vision of becoming the leading innovation center of the Southern Key Economic Zone, Binh Duong promises to become an attractive destination for high-tech and semiconductor industry enterprises.

Establishment of microelectronics research center
Recently, Becamex IDC Corporation and Fraunhofer ENAS Institute for Electronic Nanosystems (Germany) signed a cooperation agreement to establish a Microelectronics Research Center in Binh Duong. Mr. Nguyen Van Hung, Chairman of Becamex IDC Corporation, emphasized that the partnership between Becamex IDC and the Fraunhofer Institute for Electronic Nanosystems ENAS is the basis for connecting scientists and researchers at the Fraunhofer Institute for Electronic Nanosystems ENAS and other research institutes in Europe; is the basis for establishing a research center according to the Fraunhofer innovation platform model - a model that optimizes flexibility and cooperation. This cooperation will lay a solid foundation for Vietnam's participation in the global semiconductor value chain, contributing to the development of new technology industries with high added value, meeting development requirements in the new period.
Professor - Dr. Harald Kuhn, Director of the Fraunhofer Institute for Electronic Nanosystems ENAS, said that the establishment of the microelectronics center is an important step to bring large corporations in this field to invest in Vietnam in general and Binh Duong in particular. The cooperation between Becamex IDC Corporation and Fraunhofer Institute for Electronic Nanosystems ENAS mainly builds and develops two main pillars, which are the management pillar: Project management coordination, financial planning and public-private partnership engagement; scientific pillars: Applied research and innovation to support the development of the semiconductor industry in Vietnam. Fraunhofer ENAS will conduct a comprehensive feasibility study and develop an overall strategy focusing on the semiconductor microelectronics sector in Vietnam.
According to Mr. Nguyen Viet Long, Director of Provincial Department of Science and Technology, the establishment of the microelectronics research center has a great impact on the development of Binh Duong sci-tech. In particular, attracting the Fraunhofer Institute for Electronic Nanosystems ENAS to Binh Duong for investment cooperation contributes significantly to the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo; creating potential for sci-tech development.
“For the semiconductor sector, this is a very new field that requires high technology, so attracting businesses to invest in this field is very important, both to create the first steps in production and design, and to lay the foundation for research, development, and improvement of the semiconductor technology industry to enter the large production chain worldwide,” said Mr. Nguyen Viet Long.
Previously, in August 2024, in Chemnitzs City, Saxony State (Germany), under the witness of leaders of Binh Duong Province and Saxony State, Becamex IDC Corporation and Fraunhofer Institute for Electronic Nanosystems ENAS signed a framework agreement on cooperation in developing microelectronics and smart systems according to the ENAS model in Binh Duong. Aiming at the goal of digital transformation and a new industrial development model, Binh Duong is gradually developing into a new land of technology, startups, innovation, further enhancing its position, becoming the leading innovation center of the Southern Key Economic Zone.
The Fraunhofer Institute for Nanoelectronic Systems ENAS has a strong focus on nanoelectronic systems, specializing in intelligent systems and integration across a wide range of applications.
