Attaching importance to protect water resources in climate change

Along with economic development, Binh Duong is facing challenges in protecting water resources and environment, including saline water pollution, pollution and lowering of water levels. This requires state management agencies to have policies and solutions to protect water resources.

Deploying many solutions

Water resources, energy, agriculture and climate are always in close relationship. When the climate changes in a bad way, it will lead to a deterioration in the quality of other factors, especially water resources.

In fact, the geographical position of Binh Duong is relatively favorable, located in the midland of the Dong Nai river system, with relatively abundant spring water, completely meeting the demand for use. In addition, the province also has 5 porous aquifers and 1 fissured aquifer. These aquifers are under basic management and are not depleted as in the Central Highlands or other regions, so saline water cannot penetrate deep into the mainland. Besides, the source of water provided is the river water that is relatively stable, meeting the needs of people and businesses.

However, climate change problems are very long lasting, so the province has introduced many solutions to cope with climate change. In 2011, the Provincial People's Committee approved a plan to cope with climate change. After planning, all levels and sectors have focused on implementation. After this plan, when the Resolution No. 24-NQ / TW of the Party Central Committee (Session XI) is proactively responding to climate change, strengthening natural resources management and environmental protection, the Province The committee issued Action Plan No. 68-CT / TU on August 14, 2013; The Provincial People's Committee issued Plan No. 50 to supplement the Plan 3453 previously issued by the Provincial People's Committee. Currently, Binh Duong is implementing Program 68 and Plan No. 50.

In addition, in the management of water resources, the provincial People's Committee has assigned the Department of Natural Resources and Environment to lead and coordinate with relevant departments and branches to implement basic projects on natural resources. water resources, strictly control water sources, including saline water, underground water ... advise the Provincial People's Committee to issue appropriate policies and solutions to ensure the rational exploitation and use of water resources. lasting; control of saline water sources by an automated monitoring system to control potential sources of contamination; strict management of discharge sources, especially large discharge sources, to ensure the quality of spring water to meet the needs of use.

Regarding groundwater, the Department of Natural Resources and Environment has implemented projects to evaluate pollution of shallow aquifers, thereby offering appropriate solutions to restrict investment activities outside industrial parks and clusters. limiting sources of pollution to the ground. In addition, the province continues to implement Decree 167 of the Government, zoning off areas to limit sources of groundwater degradation, not to exhaust them. In addition, the provincial People's Committee also issued a plan to set up landmarks to protect water sources according to Decree 43 of the Government. Currently, localities are implementing according to the plan of the provincial People's Committee.

Awareness raising for people

These solutions and policies of the province have brought certain results in the protection of water resources, while contributing to raising the awareness of people in the effective use of water resources, especially the resources. raw groundwater.

Mr. Le Van Tan, Head of Department of Water Resources, Minerals and Hydrographic Equipment, Department of Natural Resources and Environment, said: “In recent years, the province has issued a plan to set up landmarks to protect water sources in the province. restricted areas, restricted areas in the south and in the whole province. Through the implementation process, some aquifers in the area which used to be at risk of depletion and depletion are showing signs of recovery and improvement. In the coming time, the province will continue implementing these policies so that the aquifers will be restored ”.

Mr. Le Van Tan added: “Water resources are very important in social life, but people's awareness is limited. The leaders of the Department of Natural Resources and Environment have clearly defined and directed the propaganda and dissemination, especially relevant legal documents, aimed at protecting water resources. Every year, the Department organizes propaganda and dissemination of legal regulations to people and businesses ”.

Focusing on propaganda to raise the awareness of people and businesses, over time businesses exploiting underground water resources have decreased. In the past, some areas where the water table was lowered, now it is recovering gradually. In addition, the work of filling and damaging damaged, unused wells has been well implemented by localities. From 2019 to the present, localities have mobilized to fill more than 4,800 unused damaged wells, contributing to preventing pollution of underground water sources and raising the sense of responsibility of people in water resource protection.

In the coming time, the provincial People's Committee will assign the Department of Natural Resources and Environment to implement additional monitoring works to complete the underground water monitoring network in the province, closely monitoring the underground water sources in time.
