Circular 47/2014/TT-NHNN of the State Bank of Vietnam (SBV) stipulated banks must install sensors at automated teller machines (ATM) for alarm when a thief broke ATM to steal money. This circular has taken effect since April 1st 2015. Banks in the province have implemented this circular seriously.
Many banks in the province took the necessary measures to ensure safety at ATMs a few years ago. BIDV – Binh Duong branch’s Director Tran Ngoc Linh said, they installed protective devices at ATMs a few years ago, and equipped 30/30 ATMs with sensors. These sensors will report effects of heat coming from outside. In addition, the branch also has on-the-spot alarms, which will ring when there are any effects coming from outside, such as: traction, propulsion, or heat. Thus, thefts will be soon discovered.

Banks should quickly set up plans to ensure safety for ATMs.
Agribank – Song Thanh Industrial Park’s branch Director Phan Thi Kim Nga said, ATMs have been increasingly common in the community, thus ensuring safety, and security at card payment devices has been focused. Since 2012, nationwide Agribank as well as Song Thanh Industrial Park’s branch has invested in a complete system to ensure safety and security at 33 ATMs. In addition, quarterly, annually, Agribank reinforces, supplements, and checks anti-theft system to ensure safety for both banks and customers.
Banks in non-state-owned sector have also reviewed set up required devices. DongABank - Binh Duong branch’s Director Le Tan Tay said, besides modern anti-theft devices, like: CCTV, direct alarms, alarms over phone..., the bank is installing electromagnetic sensor system to alarm door-opening and ATM movements. With careful investment in equipment for 60 ATMs within the province, the bank hoped that ATMs could record images of thefts when they deactivate devices at ATMs.
Although many banks purchased insurance for ATMs, ensured sufficient money in the machine as well as implemented anti-theft devices, the protection of ATMs should been paid more attention. Right before Circular 47/2014/TT-NHNN taking effect, in 2014, ATM of Agribank – Song Thanh Industrial Park’s branch were smashed; ATM of PVcombank in Binh Duong were also broken.
The two aforementioned cases were detected in time, thus there were no loss of property but warned the bank to carefully examine location and assign security guards at ATMs. “In the future, banks that has not met the requirements of safety for ATMs from the SBV must quickly set up plans to ensure safety for ATMs”, said Mr. Bui Van Nu, Director of the SBV - Binh Duong branch.
