Remarkable changes
Good preparation on investment plan and right orientation on investment plus efforts of investors have helped basic construction investment win encouraging changes. According to the provincial People’s Committee’s report, as of April 15, total value of capital allocation for basic construction investment was at VND1,5tril, winning nearly 40% of whole year’s plan. Of this, capital source allocated by the provincial administration was at over VND667bil, capital allocated by ODA projects reached over VND45bil and capital granted by the national goal program was at over VND3.5bil.
The mentioned figures show that basic construction investment has been improved over the past years. In addition, with improvement of projects’ progress, many new works of technical infrastructure have been put into use soon, budget capital has been used effectively, making advantages for socio-economic development, good completion of political tasks set out by the provincial party committee and People’s Council.
The provincial People’s Committee chairman Le Thanh Cung asked departments and agencies as well as investors to uphold further these positive factors for the sake of management and good implementation of basic construction investment.
Planning on capital for educational sector
According to the provincial department of Planning and Investment director Mai Hung Dung, with a 22%/year increase of the number of students, budget capital for educational infrastructure facility will jump up to VND1,5tril per year. “Investment capital for educational sector is mainly from lottery sector. Therefore, allocation of capital for the sector must be concretized to help investors map out detailed plans”, Dung explained.
Some localities of Dau Tieng and Phu Giao have had a low quantity of students but the number of schooling projects at these localities is relatively big. Conversely, urban areas such as Di An, Thuan An towns and Thu Dau Mot city have suffered an overload of students. Therefore, allocation of capital for educational sector should be concretized.
Tender work under scrutiny
The provincial People’s Committee chairman Le Thanh Cung said that tender and building in basic construction should be scrutinized to ensure publicity, transparence and competition in a bid to minimize budget loss and waste as well as to ensure quality of works.
In reality, some bidding packages and works have a low price level but their capital sources are higher than cost estimate. Cung also asked functional agencies to scrutinize bidding and inspection on building in an attempt to ensure quality of works and minimize loss of budget.
Site clearance implemented drastically
“It seems that leaders at some localities are afraid of compensation and site clearance or lack responsibility on these problems…”, Cung referred this problems at DT744 project. However, Cung said that site clearance is the most difficult work and if without a drastic settlement, building of works will be slow down.
