With the attention of leaders and instructions of Party Committee, People's Council, People's Committee of Ben Cat Town, the participation of Party Committee of communes, three communes of An Tay, An Dien, and Phu An were recognized and re-recognized to meet new rural construction (NRC) standards. Especially, Ben Cat Town was recognized to complete NRC tasks in 2018.
Many changes
The whole Ben Cat Town has 771 roads in communes and wards with a total length of 382.25km, especially 3 NRC communes (Phu An, An Tay, An Dien) have 346 roads with a total length of 225.2km. In 2011, when the town began to implement the national target program to build new rural areas, 100% of communes did not meet traffic criteria. At that time, most roads were small degraded paths; roads in hamlets and residential areas were mostly dirt roads, were often muddy in rainy seasons, making traveling and transporting goods of people very difficult.
After 7 years of NRC implementation, with the solidarity and high determination of the town Party Committee, investment of the province, and contributions of businesses, people, rural roads at three NRC communes of Ben Cat Town were invested, upgraded, well served the transport, production and business needs of people in the area. At present, 100% of commune roads, and roads from commune centers to town centers are asphalted or concreted with a total length of 66.3 km; roads in hamlets are clean and no longer muddy in rainy seasons;, while main roads ensure convenient transportation of goods ...

In 2018, to improve the quality of transport criteria, 3 communes of Phu An, An Tay and An Dien upgraded 40 rural roads with a length of 16,923km, total cost of VND 38,704 billion.
The total cost of NRC program of Ben Cat Town was 1,323.3 billion VND, of which 525 billion VND financed by State budget, 399.3 billion VND financed by businesses, and 337.5 billion VND was contributed by local people. The good thing is that the implementation of NRC in the town, projects, and works which were settled, and there are no debts.
An Dien is a locality which has a low starting point for NRC, namely, in 2011, there were 5/19 NRC criteria met the regulations. With the solidarity and determination of local Party Committee, authorities and people, by 2016, An Dien met NRC standards. Nguyen Thi Tuyet Loan, Chairwoman of An Dien Commune People's Committee, said that at present, in the whole commune, dirt roads were hardened; schools and health care centers were new to better serve people needs. It is also to know that people in the commune now know how to select plants and animals suitable for growing in accordance with local conditions to heighten their family income, and apply science and technology into production to improve product quality... Thus, people lives in the commune have been improved. While in 2012, the average income per capita in the commune was 22 million VND, it was 60.3 million VND in 2018.
NRC in association with economic development
Huynh Thu Lap, Vice Chairman of Ben Cat Town People's Committee, recognized clearly and deeply the importance of NRC, as soon as he started to implement this program, the town identified one of the prerequisite elements to be solutions to improve income for local people. Accordingly, to utilize the potentials and advantages, the town pushed up economic restructuring of agriculture, rural areas, domestic animals and crops towards commodity production. Therefore, the whole town now has 154.5 hectares of vegetables, 278.4 hectares of fruit trees; on high-tech breeding, there are 4 pig farms and 7 chicken farms in the form of closed farms. It can be said that urban, high-tech agriculture in the town in recent years have had strong development steps. There are now many farmers and farms in the town applying technical advances in agricultural production, such as net house farming, automatic irrigation systems, high-tech banana growing…
According to the leadership of Ben Cat Town, from now to 2020, the town continues to enhance propagation and encouragement all resources for NRC towards improving the achieved criteria, towards targets to promote investments in building synchronously socio-economic infrastructure in rural areas, raising the living standards of people in rural areas; focus on developing urban agriculture, high-tech agriculture, urban agriculture combined with ecotourism.
It can be seen that the effectiveness and efficiency of NRC has not only helped communes in Ben Cat Town exploit and promote their potentials and advantages, but also create a solid foundation to improve the quality of social welfare. Besides, the results from the construction of new rural areas also create favorable environment and conditions for NRC communes of the town to successfully implement the objectives of socio-economic development and improve people's lives.
