The year 2019 is determined to be a year to accelerate the implementation of targets and tasks set out in the Town Party Resolution of Congress 2015-2020. Therefore, from the beginning of this year, Ben Cat City Party Standing Committee directed party committees, government leaders, Fatherland Front, socio-political organizations, armed forces units at all levels in the town to perform key tasks and overall programs, plans, and solutions on socio-economic development, ensuring national defense and security, and building political system.
The industrial and urban appearance of Ben Cat Town is getting better.
Economic growth rate is high
With the solidarity and determination of the whole political system, up to this time, socio-economic targets of Ben Cat Town have basically been completed, social security was guaranteed, political security, social order and safety are maintained and stable. Specifically, the total production value reached nearly VND 103,000 billion, an increase of nearly 20% over the same period; attracting 541 investment projects, with a total investment of 388 million USD and 3,500 billion VND. Education - training got regular attention, infrastructure was improved to meet teaching and learning needs in the area. Political security was stable.
Bùi Duy Hiền, Secretary of the town Party Committee, Chairman of People's Committee, said that to implement the policy of speeding up and making breakthrough in fields, the Party Committee directed the implementation of synchronous measures to improve the capacity of State agencies, focus on consolidating the entire apparatus, heightening effectiveness and efficiency of state management, enhancing administrative reform, improving the investment and business environment, raising the level of people and businesses’ satisfaction; take initiative in preventing and promptly strictly handling all acts of harassment and troubles in the process of receiving and settling administrative procedures, performing tasks and responsibilities of agencies, units, and officials. People's Councils at all levels continued to implement measures to improve operation quality; The focus was to improve the quality of voter contacts, supervision and organization of People's Council meetings.
Focusing on building the Party
The construction of the Party, government, Fatherland Front and mass organizations over 9 months closely followed the town 2019 Party Resolution, as well as guidelines and direction of the Central and Provincial Party Committee. In general, Party committees, the authorities, units and localities basically completed programs and plans set out, and works arising in the field of building political system. The consolidation and organization of the town political system was implemented according to project No. 05-DA/TU dated 28 Aug 2018 of the town Party Standing Committee. The inspection, supervision, and enforcement of discipline were strictly and comprehensively done, creating seriousness in the building and regulating the Party, contributing to maintaining good discipline within the Party and governmental bodies. The Fatherland Front and socio-political organizations successfully held events; at the same time, carried out a number of practical activities and movements, contributing to the overall results of the town.
Mr. Hiền said that to accomplish the goals of 2019 as well as the whole tenure 2015-2020, from now until the end of this year, Party committees, authorities, Fatherland Front, mass organizations and people of the town continued to focus on developing programs and working plans of 2019, Directive No. 39-CT/TU dated 2 Jan 2019 of the town Party Committee; Resolution on strengthening innovating, improving the quality and performance of political system; directing the synchronous implementation of solution groups to Resolution 18-NQ/TW of the 12th term; directing the preparation for organizing grassroots Party Congress and the 12th Town Party Congress, tenure 2020-2025.
According to Political Bureau's Directive No. 35- CT/TW of 30 May 2019, Plan No. 101-KH/TU of 14 Aug 2019 of Provincial Party Standing Committee, the town Party Standing Committee issued plan No. 01-KH/TBND dated 4 Oct 2019 on directing steps of preparation for Party Congress at all levels to welcome the 13th National Party Congress; perform steps and stages closely and on schedule, ensuring good conditions for the organization of Party Congress at grassroots level and the Town Party Congress tenure 2020-2025.
Regarding the government construction, the town will continue to consolidate and strengthen the organizational structure and personnel towards streamlining, effectiveness and efficiency under Resolution No. 18-NQ/TW, Resolution No. 39-NQ/TW of the Politburo, Project 05-DA/TU of Provincial Party Committee, and strictly implement Official Dispatch No. 1008/UBND-NC dated 12 Mar 2019 of Provincial People's Committee on labor contracts in State administrative agencies, public non-business units; consolidating the personnel of professional agencies, along with the consolidation of professional staff, ensuring administrative discipline and promoting improving working methods, contributing to improving operation quality of specialized agencies. At the same time, the town drastically implements measures to improve the effectiveness of administrative reform, especially administrative procedures, improve the sense of responsibility and consciousness of public servants in receiving and settling administrative procedures; improving PAR index; heightening the quality of citizen reception, handling letters and settling complaints and denunciations; reviewing, inspecting and handling complicated, unsolved and prolonged complaints and denunciations.
