In the series of events to celebrate the Lunar New Year 2023, Ben Cat town has just held the inauguration ceremony and started the construction of 3 key projects in the area. Accordingly, the construction of the new Do bridge across the Thi Tinh river was approved by the provincial People's Committee with a total investment of VND 213.3 billion by the provincial and town budget capital resources and socialization calls. The total length of the bridge is more than 165m for the width of 20m and 4 traffic lanes; the road connecting to the bridge is 596m long and 25m wide. The project was built to meet the traffic connection needs of the area, contributing to creating a landscape axis along the Thi Tinh river, and developing the western urban area of the town. Up to now, the bridge mass and the bridgehead road of the new Do bridge project across the Thi Tinh River has been completed.
The second project is the Public Administration Center of Ben Cat town, which was built at a total investment of VND 15 billion by the town budget on a total construction area of 1,371 square meters. The project was built to improve the quality and efficiency, contributing to promoting administrative reforms, and moving towards a democratic, clean and professional administration. The project has been put into operations.
Construction of Hoa Loi Secondary School has also just started with a total investment of VND 188 billion by the provincial budget on a total construction area of 2,644 square meters for 5 floors, main facilities of working room, classrooms, lunch break block, canteen, kitchen, multi-purpose houses, auxiliary rooms, and technical infrastructure system . It can be said that the project, which is completed and put into use in the near future, will contribute to solving the overload of schools and meeting the needs of teaching and learning in the locality.
Mr. Nguyen Trong An, Chairman of the People's Committee of Ben Cat Town, said that the works that were started and inaugurated were the excitement and joy of the people of the area in particular and of Ben Cat town in general. To have such spacious works as today is thanks to the attention of the province, related departments and agencies, and the consensus and support of people and businesses.
Continual advantage taking
The above works have both political significance and meeting the requirements of socio-economic development, creating a highlight of the urban landscape. In addition, the town's leaders are also interested in investing in cultural institutions such as Workers' Cultural Center, April 30 Square, a park along Thi Tinh River to serve the community, and improve the spiritual life of people in general and workers in particular.
In 2022, a total public investment capital of Ben Cat town at VND 487 billion has the estimated disbursement value until December 31, 2022 of VND 486 billion and 484 million, reaching the rate of 99.95% of the planning; as of January 31, 2023 the figure was VND 487 billion and 94 million, reaching 100% of the planning. Ben Cat Town has completed the draft investment project to upgrade red gravel and dirt roads in the area by 2030 with 516 routes of about 164km in length. Total investment is expected to be about VND 1,282 billion.
Nguyen Trong An also added that in order to speed up disbursement and promote investment efficiency, in 2023, the town will continue to strictly implement the direction of the provincial People's Committee and the city Party Committee on solutions to push up strengthened public investment and management of project implementation progress to complete the handover and put into use in order to promote investment efficiency.
Along with that, the town actively cooperates with the Center for Land Fund Development in implementing compensation and clearance work while coordinating with the compensation council and the locality in solving problems barring the compensation in order to soon hand over the construction site. The town strengthens supervision and management of bidding consultancy, and complies with management regulations to selects contractors with professional capacity, experience and financial ability to meet the requirements of the project bidding package while highlighting the role and responsibility of consultants and supervisors in construction supervision, timely handling of errors, contributing to speeding up the progress of the projects.
In 2022, the socio-economic situation of Ben Cat town continues to have positive changes, achieving and exceeding the set targets and tasks. The growth rate reached 12.5%, the economic structure shifted in the right direction. Phu An commune is recognized as an enhanced new rural commune, moving towards building a model new rural commune and "smart village". The town completed the procedures to submit to the Central Government for consideration and establishment of Ben Cat city and An Dien and An Tay wards in association with focus on completing the criteria of type 2 urban centers.
