To ensure an attractive investment environment, in addition to consolidating a comprehensive, seamless infrastructure platform, meeting travel, transportation demand of business activities, Binh Duong province has strengthened trade promotion, called for investments from developed countries, such as: Singapore, Japan, USA, Europe...

Mr. Nguyen Van Hung, General Director of Becamex IDC said, being proactive to inform investors of infrastructure, preferential policies, and provincial prospects was critical. Becamex IDC established representative offices located in potential markets and assigned well-informed personnel staff at these offices. Corporate management board usually meets and explains issues posed by investors. Provincial leaders also took trips to countries to introduce, promote and invite investments. Additionally, when coming to Binh Duong, all procedures and business activities have happened as promised, bolstering investor’s confidence, contributing to advertising the favorable investment environment of Binh Duong.
Mr. Hung also shared: “Many persons coming to Binh Duong to learn experiences in urban development, attracting investors have questioned: “How can Binh Duong obtain a good and comprehensive infrastructure and urban development?” Actually, Binh Duong and the other provinces in the country, started from poverty, thus we want to guarantee "output" as performing any project. While being lack in financial resource and experiences, invitation as well as cooperation on basis of mutually benefits will help us to develop”.
Understanding that administrative procedures are time-consuming process, the province has applied seriously "one-stop" model at Management Board of provincial industrial parks. After receiving dossiers, investors have been assisted in completing procedures and next steps in the shortest time.
Promptly sharing difficulties with businesses
Realizing the promises of provincial leaders of investment promotion “Considering obstacles of enterprises as difficulties of the province”, tax, customs, Management Board of industrial parks in the province have maintained and improved the quality of periodic meetings, dialogues with businesses of each country, sector, association about tax, customs procedures, labors, working environment, salary... in order for provincial authorities to and promptly remove obstacles of businesses or report large issues to the upper level.
Enhancing mutual understanding
Mr. Nguyen Phuoc Viet Dung, Director of Binh Duong Customs said: “When hosting dialogues on customs procedures, we hoped that businesses could understand thoroughly regulations to implement accurately, but many businesses just sent a few representatives to attend. To enhance the quality of dialogues, we changed topic of dialogues from common issues to specific issues faced by each sector with the participation of Vietnam Chamber of Commerce and Industry (VCCI), diplomatists, translated documents… This approach has attracted great attention of business managers and made a big success”.
Mr. Park Noh Wan, Korean Consul General in Ho Chi Minh City said, South Korea differed from Vietnam in language, law system, living habits... Therefore, effective cooperation required understanding each other. Binh Duong province has done very well this, thanks to well-informed staff who act as consultants to businesses.
To complete the chain of provincial public services as well as to meet legitimate requirements of investors, provincial Department of Foreign Affairs established Diplomatic service center with important missions, like: consulting, extending visa, applying for visa; ABTC card consultancy at Immigration Department of Ministry of Public Security; visa renewal, extending of temporary residence, work permit, introduction of human resources; events, completing procedures for foreign investment projects ... Ms. Ha Thanh, Deputy Director of Department of Foreign Affairs said that the establishment of the center was to improve the quality of public services in the province, and meet investor’s demand. In fact, the department has been helping businesses in the implementation of these above tasks, because foreign investors are not knowledgeable of the regulations, and do not have much time to search, travel. A reputable service center that meets the key requirements will bolster investor’s confidence and invest in Binh Duong. |
