Vietnam Chamber of Commerce and Industry (VCCI) and Project of Vietnam—Competitiveness Initiative (VNCI) just announced Provincial Competitiveness Index (PCI) 2012 showing the rank degrading of provinces of Binh Duong and Da Nang and the familiar names previously on the toplist.

Highway to My Phuoc 3 Industrial Park in Ben Cat District PCI is based upon objective opinions of enterprises and analyzed through specific methodologies; however, this article only shows the correlation of ranking and reality.Looking back to toplist in 2012, Dong Thap Province was first to An Giang and Lao Cai while the frequent toppers of Binh Duong and Da Nang provinces dropped to 19th and 12th respectively.The ranking might be low but the reality is a different story. Binh Duong Province is still the best locality of foreign investment luring as evaluated by Department of Foreign Investment.Of the PCI 2012, Binh Duong Province was marked only 5.42 points or lower than Dong Thap province by 0.6 point for time costs but still the province has been promoted with the best time saving procedures.Binh Duong Customs was evaluated as one of the 10 agencies applying successful e-customs to save time for their clients.Meantime, the Binh Duong Department of Tax has implemented ISO quality management and electronic tax declaration and return, enabling enterprises to work online and save time of travelling.The tax sector is being invested with modernized facilities to give head-ups for expansion of electronic tax system.Binh Duong Provincial Authority is selecting the best qualified enterprises; thus, the ones with high risks of pollution shall be excluded and not endorsed with investments into the province.For the untold part of PCI where power of enterprises roams, the PCI might be affected by subjective evaluation of enterprises who might give possitive remarks only when they are on smooth road of earning.
